About the Position: Serves as the Environmental Solid and Hazardous Waste Branch Chief and senior subject matter expert on compliance laws at a multi-mission installation within the Installation Management Command (IMCOM).

Duties

Manages a full spectrum of environmental compliance operations including hazardous waste management and disposal programs and on-site office and industrial waste recycling operations. Provides oversight of the Solid Waste, Hazardous Waste and Pollution Prevention management programs. Participates in the environmental auditing and compliance assist visit programs, environmental officer training, and other environmental programs. Manages the Toxic Release Inventory and Chemical Inventory Reporting under the Emergency Planning and Community Right-To-Know Act, EPA TRI. Manages the toxics program (lead/asbestos) and oil and hazardous substance clean-up triggered by spills/releases during physical plant operation and military training. Supervises a diverse group of professional, technical, and trades employees working within two sections: the solid waste section, and hazardous waste section. As Senior Compliance Advisor, interprets and implements policy directives or regulations of higher authority and local, state, and federal regulatory agencies by developing plans and programs for use installation wide. Establishes and promotes open dialogues and pollution prevention partnerships with industry, local communities, citizen and special interest groups, regulators and Command groups and activities. Represents Fort Detrick at high level conferences and meetings with officials, executives, and subject matter experts from DOD, DA the other military services, private industry, regulatory agencies, etc.

Requirements

  • This position requires the employee to wear personal protective clothing when visiting job/construction sites.
  • This position requires the employee to possess and maintain a current and valid state driver’s license.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position may require the employee to temporarily travel away from their normal duty station up to 10% of the time for work, training, and/or conferences.
