About the Position: Incumbent will serve as an Environmental Protection Specialist located at Fort Detrick, Maryland. The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Materiel Command is the lead medical biological defense research laboratory for the DoD Chemical Biological Defense Program.

Duties
Maintains activity environmental protection programs and employee training to protect or improve environmental quality, control pollution, remedy environmental damage, and ensure compliance with environmental laws.
Principal advisor to the senior leadership on environmental compliance/management activities and chemical hygiene program.
Conducting quality assurance checks and performs periodic inspections of all assigned areas.
Preparing and coordinating agency responses to Freedom of Information Act (FOIA) inquiries, Congressional, and other requests regarding environmental and chemical hygiene issues.
Maintains activity Chemical Hygiene Plan (CHP) and employee training to ensure organizational requirements and objectives are met.
Acts as activity technical expert in matters regarding hazardous materials (HAZMAT).
Maintains activity Hazardous Material (HAZMAT) policies and instructions as well as provide oversight to hazardous waste disposal procedures, practices, and employee training to ensure regulatory compliance.
Coordinating the CHP requirements with the activity's safety representatives during quarterly committee meetings.
Conducting inspections of activity workspaces and offering solutions to noted deficiencies.
Providing assistance to logistics personnel during procurement of hazardous materials (HM) and ensures written procedures, engineering controls, and/or personal protective equipment are available prior to the use of the chemicals within the facility.
Inspecting the operation of the waste storage sites, ensuring compliance with applicable Federal, State, local regulations.
Providing support to activity personnel and outside agencies working in the activity.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a drug testing position.
- This position requires enrollment in the Biological Personnel Reliability Program (BPRP).
- This position requires participation in the Occupational Health Surveillance Program (OHSP).
- This position requires a pre-employment physical examination and annual thereafter.
- This position is On-Call on a rotational and as needed basis.
- This position may require enrollment in the Controlled Substances Personnel Reliability Program (CS-PRP).

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Assisting with inspection of hazardous materials/waste disposal, transport, or storage operations to ensure compliance with environmental laws/regulations; 2) Providing routine technical assistance to personnel in the handling and disposal of hazardous materials/waste to eliminate potential or existing hazards or violations; and 3) Participating in the development of environmental assessments/impact statements and/or guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal Service DJ-02 (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or L.L.M in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as environmental law, biology or ecology. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
