Duties
Typical work assignments include:
Assess the adequacy of varying organizational approaches and implementations to yield effective, measurable outcomes and results.
Conduct operational, organizational, and compliance-based inspections using appropriate methodologies and quality assessment criteria.
Identify system deficiencies and formally propose solutions to improve data integrity and surety.
Provide consulting expertise for critical initiatives or projects, with strategic and enterprise impacts that require regular communication or coordination with executive level staff.
Provide expert consulting support and analysis to a wide range of initiatives and projects with strategic and enterprise impacts to organizational strategy.
Interpret the policies, laws, regulations, precedents, and/or practices pertaining to a project to provide expert advice and consultation to senior and executive-level staff regarding compliance with existing requirements.
Prepare or update briefings by gathering background data, seeking missing information and ensuring proper coordination in accordance with organizational policies and procedures.
Communicate with executive leadership across multiple organizations to provide regular updates on high-priority, enterprise-wide, integrated projects.
Convince managers and other high-level stake holders to accept and implement findings and recommendations on organizational improvement or programs.
Articulate detailed plans, goals, and objectives in an environment of continuous change.
Collects, analyzes, and interprets data related to critical infrastructure and recognizes the significance of data trends.
Expert level knowledge of the National Infrastructure Protection Plan, National Response Framework, Presidential Policy Directives 8 and 21, and Executive Order 13636.
Expert user of infrastructure analysis tools, including modeling and simulation capabilities.
Develop a communication plan that identifies key stakeholders, critical communication channels and feedback loops based on stakeholder needs.
Liaise with contacts across multiple organizations to schedule, coordinate, plan, collect data, share information, or troubleshoot issues relative to an enterprise-wide project.
Resolve complex, interrelated organizational problems and issues with enterprise-wide implications.
Formulate goals, policies and objectives for an organization.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Assisting in the development or administration of databases and/or data management systems that allow for the storage, query, protection, and utilization of data; and
Examining data from multiple disparate sources with the goal of providing security and privacy insight; and
Assisting in the design and implementation of algorithms, processes, and layouts for complex data sets used for modeling, data mining, and research purposes.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Developing or administering databases and/or data management systems that allow for the storage, query, protection, and utilization of data; and
Examining data from multiple disparate sources with the goal of providing security and privacy insight; and
Designing and implementing custom algorithms, workflow processes, and layouts for complex, enterprise-scale data sets used for modeling, data mining, and research purposes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
