About the Position: This position is a GS-12 Contract Specialist with Mission Installation Contracting Command (MICC) located at Fort Novosel, AL. Incumbent is responsible for the full range of contracting functions.
Duties
Serve as a senior Contract Specialist responsible for the full range of contract functions.
Perform pre-award contracting functions using fixed-price, cost reimbursement, or a combination of contract methods/types to procure a variety of supplies and services.
Develop procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.
Perform post-award functions, to include monitoring contractor performance, negotiating delivery/task orders, processing modifications, and contract closeout.
Conduct negotiations during all phases of the procurement process to ensure program requirements are met.
Analyze findings contained in audit reports to make and support recommendations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Position may require certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
- Business travel will be up to 15% of the time.

Basic Requirement for a Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience required for GS-12: One year of specialized experience which includes: 1) Evaluating cost analysis to conduct negotiation of contract prices, terms and conditions; 2) Implementing contractual regulatory guidance and processes for the procurement of goods services; 3) Analyzing contract data to identify issues and/or recommend corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
