About the Position: This position serves as a Supervisory Contract Specialist for Mission Installation Contracting Command (MICC) located at Fort Novosel, AL. Incumbent will perform supervisory duties and is responsible for the full range of contracting functions.

Duties

Serve as Chief of a Division, managing all phases of the division's contracting functions in the Command. Serve as warranted contracting officer responsible for pre-award and/or post-award functions for procurements of construction, equipment, services and supplies. Administer workflow processes and direct subordinate personnel responsible for implementing, overseeing and managing procurements. Advise in all phases of the acquisition process including requirements definition, specification formulation, source selection, contracting method, proposal/bid evaluations, contract negotiation/award, price/cost analysis, contract administration. Plan work to be accomplished by subordinates, setting priorities and scheduling completion. Develop acquisition plans and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies, and similar considerations.to meet program requirements of assigned area.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security clearance.
  • Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
  • Business Travel will be up to 15% of the time.

Basic Requirement for a Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Performing the duties of a warranted Contracting Officer i.e. reviewing and approving solicitations, contract awards and/or modifications for contract requirements; and 2) Leading a team; and 3) Awarding and administering FAR 15 negotiated procurements; and 4) Administering and/or negotiating Cost Reimbursement contracts; and 5) FAR 33 processing and negotiating protests, disputes and appeals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementContracting/ProcurementOral CommunicationPreparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
