The Administrative Officer (AO) position is located within the Veteran's Health Administration at the Sepulveda VA Clinic and works within the Audiology & Speech Pathology Service. This position requires administrative awareness and expertise to facilitate interaction with all departments and disciplines. The AO will serve as the liaison between Audiology & Speech Pathology and other institutions regarding patient care, staffing and logistics.
Duties
Duties include but are not limited to:
Responsible for developing, implementing, maintaining, and providing strategic direction and program oversight of the Audiology and Speech Pathology Service.
Prepares drafts or portions of administrative policies and procedures.
Participates in the development of strategic long-range planning.
Ensures inquiries, correspondence and actions are addressed appropriately.
Reviews and evaluates completed staff actions.
Responsible for coordination, preparation and submission of all required administrative activities.
Manages service level procurement and contracting for agreements.
Prepares statement of work, checklist, communicates with all contractors, and maintains all contracting records for the service.
Responsible for reconciliation and administering all Electronic Inventory Listing accounts.
Analyzes and prepares business plans, budget submissions, manages fund control point usage, and personnel and space issues.
Manages overall supply needs, services, and material requirements for Service.
Assist in conducting inventory of Service equipment and property.
Prepares recommendations to resolve property utilization issues and assures economical and efficient use of equipment and property.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Strategic planning, Quality review, Contracting and procurement, fiscal budget planning, assets inventory & ability to create and submit administrative and/or staffing actions or request.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This position is primarily sedentary however may require some standing, walking & bending. Occasional lifting of folders, packs of paper and packages weighing less than 30
pounds may be required.
