•    The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located at the Governing Board offices in Washington, DC. The incumbent is responsible for serving as a senior staff person on federal, state and district education policy matters related to National Assessment of Educational Progress (NAEP), reporting directly to the Deputy Executive Director of the Governing Board.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-13, if you possess the specialize experience.Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1.     Experience assisting with the development of relationships with key congressional offices on matters related to policy and budget priorities.2.     Experience providing feedback and policy recommendations to a variety of audiences for consideration in their decision-making processes.3.     Experience supporting a project team that includes technical experts, such as psychometricians or research professionals, and collaborating on written deliverables and presentations.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:1.    Experience leading the development of relationships with key congressional offices on matters related to policy and budget priorities. 2.    Experience communicating significant insights and making expert policy recommendations that are accepted without modification by key decision makers.3.    Experience leading a project team that includes technical experts, such as psychometricians or research professionals, and providing final review and approval of written deliverables and presentations. Knowledge, Skills, and Abilities (KSAs) GS-13The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Knowledge of a comprehensive range of administrative laws, policies, regulations, and precedents applicable to specifically in K-12 education, and preferably in educational assessment.2.    Skill in making recommendations to and working with decision-makers in federal, state and/or local government.3.    Skill in oral and written communications sufficient to advise and consult with a variety of audiences, present findings and recommendations, negotiate consensus and agreements, and secure cooperation.
