The primary purpose of this position is: to serve as a management team member, providing planning, directing, organizing, & exercising control over nonsupervisory employees assigned to Child Development facility, Military & Family Services Flight, 502 Force Support Squadron. Ensure nonsupervisory employees provide appropriate, specialized developmental care & instruction.

Duties

Plans, organizes, and directs the activities of the Child Development Center, ensuring that Early Childhood standards comply with legal and regulatory requirements and meet customer needs. Exercises supervisory management responsibilities. Represents the Child Development facilities during the absences of the directors with a variety of installation and functional area organizations IAW current Department of Defense Instruction, Air Force Instruction, Air Force Inspection Criteria, and the National Association for the Education of Young Children. Prepares and implements specialized programs for children with special needs, i.e., physical handicaps, learning disabilities, gifted children with disciplinary problems.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, GS 1701 series + Individual Occupational Requirements. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children. Knowledge of safety and security regulations, practices, and procedures. Knowledge of concepts and theories of developing curricula, which covers physical, emotional, social, and cognitive development of children with particular knowledge of Child Development Credential (CDA) and DoD Child Care PACT Modules. NOTE: You must submit copies of your official transcripts. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; Or have a bachelor's degree in education, or a subject area related to the position and am claiming Superior Academic Achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit copies of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a medium to large sized organization. 5. Ability to communicate effectively, both orally and in writing, and promote and foster effective working relationships. 6. Ability to develop creative and innovative activity plans and special programs as necessary to support all children's educational programs/activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
