This position is located with the Bureau of Indian Affairs, Alaska Region, Office of the Deputy Regional Director-Native Services, Branch of Transportation in Anchorage, Alaska.

Duties
Assist team lead with the coordination with tribal representatives in the development of Long Range Transportation Plans (LRTP), establishment of official road inventory in the Tribal Transportation Program (TTP) and establishment of Federal Highways Administration (FHWA) approved Transportation Improvement Programs (TIPs) which authorize specific transportation projects.
Prepares contract requisition and Program Agreement packages in coordination with the team lead and the Awarding Official (AO) and/or the Bureau of Indian Affairs Department of Transportation (BIADOT) to establish self-determination contracts and Program Agreements (PA) with Alaska Native tribes and Tribal Organizations as approved on their FHWA approved TIP.
May serve as Awarding Official's Technical Representative (AOTR) for planning and road maintenance contracts and serve as Sub-AOTR (Subordinate Awarding Technical Officials Representative) for PL 93-638, Subpart J contracts.
Develops thorough understanding of project scope by reviewing drawings and specifications and conducts inspection and monitoring visits with assigned team members to verify contract compliance.
Provide technical assistance to tribes and tribal organizations on all aspects of the transportation program from inception of planning through project completion.
Uses database management programs. (i.e. Microsoft Access) to enter, compile, and retrieve data on the IRR program in the Alaska Region and ensures, or helps to ensure, data is updated and current at all times.

Qualifications
BASIC REQUIREMENTS for GS-0802 series: You must meet the minimum basic specialized experience requirements for Engineering Technical Series, GS-0802 positions. In addition, you must have at least one year of specialized experience comparable in scope and responsibility to the next lower level in the federal service.
SPECIALIZED EXPERIENCE (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
TRADE: Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated.

CERTIFICATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions, GS-0802 & IOR).
GS-11: I have at least one year of specialized experience comparable in scope and responsibility to the next lower level (equivalent to grade GS-10) in the Federal service (obtained in either the public or private sector). This experience must include the following: obtaining pre-construction items such as archeological clearances, borrow and disposal site permits, driveway permits, utility easements, environmental analysis, Storm Water Pollution Prevention Plans, etc. for construction projects; experience conducting or assisting with pre-construction conferences; and experience writing and speaking in all areas of expertise.
GS-10: I have at least one year of specialized experience comparable in scope and responsibility to the next lower level (equivalent to grade GS-09) in the Federal service (obtained in either the public or private sector). This experience must include the following: verifying contract compliance through site visits; serving as Awarding Official's Technical Representative (AOTR) or Subordinate Awarding Officials Technical Representative (SAOTR) on contracts for transportation services; and experience developing or assisting with the development of Long Range Transportation Plans (LRTP), Road Inventories and Transportation Improvement Programs.
GS-9: I have at least one year of specialized experience comparable in scope and responsibility to the next lower level (equivalent to grade GS-08) in the Federal service (obtained in either the public or private sector). This experience must meet the following: participating in the preparation of contract documents for acquisition of services for planning, design, construction and maintenance of transportation facilities such as roads (gravel and paved), bridges, boardwalks, and transit systems; provide technical assistance to tribal representatives regarding transportation programs or projects; and experience with collecting and maintaining data for database programs.
