The position functions as a Cost Estimator/Project Planner, developing scopes of work and time, cost, material, and labor estimates for projects within government controlled facilities.
Location of position: GSA, Public Buildings Service located in either Anchorage, AK; Boise, ID; Portland, OR; Seattle, WA; Spokane, WA or Tacoma, WA.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Serves as an estimator and project planner with responsibility for reviewing and/or preparing detailed cost estimates and scopes for projects during project formation. Projects include new construction, renovation and alteration of Federal office buildings, courthouses, warehouses, and laboratories, as well as construction of leased space. Supports projects in all budget activities both above and below prospectus funding levels. Ensures accurate construction estimates, balanced cost control, and timely completion of estimates ensuring schedules are met.
Prepares initial scopes and budget estimates for projects ranging from standard building repairs to complex alterations or construction activities typically costing up to several million dollars. Project planning may involve, but is not limited to, any building system including electrical, mechanical, elevator systems, life safety and handicap accessibility, hazardous material removal and disposal, etc.
Provides and reviews scopes and estimates for multiple types of contracts that may include: Indefinite Delivery, Indefinite Quantity Construction Contracts, open bid, design build, Construction Manager as Constructor, etc. Cost estimates may be provided to Contracting Officers and used for contract negotiations.
Prepares detailed cost estimates for projects of considerable difficulty, the results of which are used by other areas of the service to obtain project funding and to negotiate with service providers. Using technical knowledge and construction estimating expertise, the employee provides insight and expertise to both contractors and in house staff involved in the design and/or development of specifications for assigned projects.
Performs staff advisory, consulting and review services associated with a diverse range of estimates prepared. The individual provides technical guidance, assistance and/or direction to a wide range of specialists within other areas of the division and/or service. Furnishes technical advice to trainees or staff from other organizations who may encounter difficulty in reviewing or preparing cost estimates. Acts as the final authority on these cost estimates and recommendations as well as those provided by Architect/Engineer firms and/or consultants.

The GS-12 salary range starts at $93,367 for Anchorage, AK; $82,830 for Boise, ID; Spokane, WA; $88,860 for Portland, OR; $92,123 for Seattle and Tacoma, WA per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience includes experience performing construction management/cost estimates for new construction of multi-story office buildings, courthouses, warehouses; preparing project plans, specifications and cost estimates for projects ranging in value up to several million dollars; preparing/reviewing project plans; and performing cost/price analyses.
