The primary purpose of this position is to serve as a senior legal adviser providing legal advice and support to the Commanders and Staff at AFMC, AFLCMC, AFRL, and other WPAFB organizations on all acquisition law matters.

Duties

1. Chief legal counsel for designated acquisition programs. 2. Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy. 3. Examines legal issues raised by requests for formal opinions. 4. Provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues. 5. Maintain current knowledge of changing statutory and regulatory guidance pertaining to designated acquisition systems, weapons system development, acquisition, and sustainment, as well as general developments in technology that may improve the effective delivery of legal services. 6. Incumbent is responsible for the timely completion of administrative duties as assigned by AFMCLO leadership.

  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training

  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • Work may occasionally require travel away from the normal duty station using military/commercial aircraft or other modes of transportation
  • Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico
  • Incumbent must adhere to the Air Force Rules of Professional Conduct
  • Incumbent may be required to work other than normal duty hours; overtime may be required
  • The actual work performed in this position has been reviewed and determined it does meet exemption criteria outlined in 5 CFR 551 (a) (3) (c), Learned Professionals; this position has been designated as exempt (5 CFR 551.208)
  • Incumbent is required to maintain Continuing Legal Education (CLE) currency as established by incumbents bar.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and dated within 4 months of the date of the application. Qualifications Required at GS-14 or GS-15 Level. General requirements set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Professional knowledge of federal acquisition law (including but not limited to Systems Acquisition; Research & Development; and, Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof). 2. Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. 3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis. 4. Proven skill in effectively communicating, both orally and in writing. 5. Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions. 6. Ability to obtain and maintain the appropriate security and program clearance necessary to execute the duties of the position. 7. Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
