The primary purpose of this position is to analyze extremely complex procurement fraud cases and contractor suspension/debarment actions and provide highly accurate and timely advice and recommendations to the Air Force General Counsel's Office (SAF/GC), senior leadership at HQ AFMC, and to the Department of Justice (DoJ)
Duties
1. Incumbent provides MAJCOM level independent professional legal review of exceptionally complex and sensitive acquisition fraud cases and proposed suspension/debarment actions which may involve hundreds of millions of dollars and contain difficult questions of fact and law.
2. Incumbent provides written and oral legal opinions on highly complex questions of law and fact pertaining to criminal and civil acquisition fraud cases, proposed suspension and debarment actions, and proposed settlements of these actions.
3. Incumbent provides legal advice to contracting personnel, investigators, and attorneys in the field, AFMC headquarters, HQ USAF, the Air Force General Counsel's Office, United States Attorney's offices, and the Department of Justice on all matters pertaining to acquisition related fraud, suspensions, and debarments.
4. Incumbent participates in formal and informal training conducted for attorneys, investigators, contracting personnel, and others.
5. Responsible for the timely completion of administrative duties as assigned by AFMCLO leadership.

- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
- Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico
- Incumbent is required to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services
- Dependent upon date brought on position may be a Temporary one or a Term position with a not to exceed date of 30 September 2025
- This appointment is NTE 30 September 2025 but may be converted to permanent status before NTE date if there is an attorney vacancy in AFMCLO/JAF
- May be required to work other than normal duty hours; overtime may be required
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and shows a date obtained within four months of the application. Copy of the Bar Card is not acceptable proof.
General requirements set forth under paragraph A4.1 AFI-51-101, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. A4.2.5.2. AFI-51-101, attorneys performing duties in GS-14/15 positions are expected to perform with substantial independence, even when working on the most complex or difficult matters.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of federal acquisition law including but not limited to statutes, Federal Acquisition Regulation (FAR) and supplements thereto, DoD Directives, Air Force Policy Directives and Instructions, and federal and Armed Services Board of Contract Appeals (ASBCA) case law.
2. Maintenance of a current license as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions and fraud remedies plans based upon such research and analysis.
4. Proven skill in effective communication, both orally and in writing.
5. Proven skill in using negotiation techniques to protect the Government's position in major acquisition/fraud actions.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
