Duties

As an Immigration Specialist, your duties will include: Prepares and issues official government enabling certificates (e.g., DS-2019) and documents pertaining to immigration and visa issues. Provides advice on immigration policy, procedures, and regulations of relevance to visiting program and related programs. Conducts presentations/workshops/orientations to deliver immigration and cultural informationto NIH staff and foreign scientists. Interacts with the Student and Exchange Visitor System (SEVIS) to track and monitor foreign researchers in the J-1 program. Independently prepares and issues official government enabling certificates (e.g., DS-2019, TNletters) and documents pertaining to critical immigration and visa issues. Responsible for the final review and endorsement of typical H-1B/O-1/TN petitions to the USCIS.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.

Qualifications

For the GS-9 level: You must demonstrate in your resume at least one year of qualifying experience equivalent to at least the GS-7 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: processing immigration/non-immigration visitor documents and petition requests; ensure compliance with U.S. Department of State and Homeland Security immigration rules and regulations; preparing necessary documents for immigration/non-immigration visitor cases as well as the personal, financial, and administrative documents pertinent to each case. OR EDUCATION: Completion of a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related OR Combination of Education and Experience: a combination of education and experience that meets 100% of the qualification requirements for this position. You qualify at the GS-11 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one year of qualifying experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: processing visa requests with the U.S. Citizenship and Immigration Services; analyzing difficult immigration issues using reference tools to determine appropriate course of action; resolving complex problems with immigration/non-immigration foreign visitor document requests; collecting documents/information needed to initiate case processing; providing instructions regarding proper completion of visa request packages; and determining the appropriate visa type based upon the information /documentation provided in the immigration request package. OR Education: completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR Combination of Education and Experience: a combination of education and experience that meets 100% of the qualification requirements for this position.
