This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Cybersecurity & Related Positions (OPM) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as a policy, planning, and programming analyst overseeing all aspects of zero trust and data centricity, application of information security and cybersecurity policies, principles, and practices. This position is located at USSOUTHCOM in Miami, FL.

Duties

Maintain positive control of communications security (COMSEC) material. Conduct monthly issue of keying material to Local Element (LE’s/ COMSEC hand receipt holders) and performs destruction of material IAW national directives and Controlling Authority guidance. Manage user accounts in the Intermediary Application (iApp) Server and issues keying material weekly/monthly to Local Elements within. Complete receipt and shipment of Control Cryptographic Items (CCI) regularly via Diplomatic Pouch Services to SOUTHCOM’s Area of Responsibility. Update all COMSEC standardized operating procedures (SOP), user training, Emergency Action Plans (EAP). Manage the Cryptographic Access Program (CAP) for all COMSEC users and Alternate Key Management Operating Account Managers (AKOAMS) in the COMSEC account. Maintain Local Element Documentation to include but not limited to appointment orders, safe access rosters, combination change rosters, SF700 accountability, etc. Ensure all Local Elements maintain accountability and provide inventories in a timely manner IAW NSA guidelines and regulatory requirements. Maintain cryptonets (cryptographic Networks) to manage Keying Material (KEYMAT) as Controlling Authority (CONAUTH). Manage Foreign Military Sales (FMS) COMSEC accounts in the SOUTHCOM AOR.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a determination of eligibility for a Top-Secret-SCI security clearance or access for the duration of employment.
  • A pre-employment background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary, the selectee can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Must obtain and maintain a Security Professional Education Development (SPeD) course certification/recertification within 2 years of assignment.
  • Incumbent is required to lift up to 40lbs.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Basic Requirement for Information Technology Specialist (Policy and Planning): The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) Managing communications security material to evaluate complex security problems. 2) Maintaining user training and documentation. 3) Coordinating software downloads and upgrades to ensure appropriate security measures. 4) Troubleshooting systems to backup and recover data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
