You will serve as the Deputy Director Equal Employment Opportunity (DDEEO), Diversity and Inclusion Manager, and Command Managed Equal Opportunity (CMEO) Manager for Naval Surface Warfare Center (NSWC) Corona Division.

Duties

You will respond to and engage with the Naval Sea Systems Command's (NAVSEA) Director Equal Employment Opportunity (DEEO) and participate in NAVSEA's Equal Employment Opportunity (EEO) events and Communities of Practice to support the mission. You will provide EEO expertise and advice to the Division Technical Director, Supervisors, Managers, Key Officials and Human Resources personnel in planning and executing the Division CMEO, EEO, Diversity, and Inclusion Policies and Programs. You will manage the EEO, Diversity, and Inclusion Programs to include: Discrimination Complaints, Affirmative Employment, Reasonable Accommodation, Special Emphasis, Employee Resources Groups, and Alternative Dispute Resolution (ADR). You will oversee and manage the implementation of EEO Commission Management Directive-715 and 110 requirements, data analysis, and reporting for the command. You will provide mandatory, non-mandatory, and ad-hoc training for all employees, to include developing and coordinating communication and training on diversity and inclusion. You will serve as an EEO counselor, complying with applicable time frames. You will serve as an organizational change agent and a proactive leader in identifying barriers to equal employment and develop strategies and action plans to address. You will ensure Division CMEO, EEO, Diversity, and Inclusion Policies and Programs are in compliance with the Equal Opportunity Program Manual and incorporates higher headquarters guidance. You will participate on teams dealing with Command-wide and Enterprise-wide initiatives and working groups as required to represent the Warfare Center interests. You will execute the day-to-day operations, ensuring the delivery of quality products on time. You will administer the applicable overhead budget, manage customer relationships, promote a shared vision of the organization, and foster cooperation, communication, and consensus among groups across the command.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders.
