Duties
You will serve as an Equal Employment Opportunity (EEO) specialist/counselor responsible for facilitating or managing programs: Complaints Management, Alternative Dispute Resolution, EEO Training, Disability Program, and Diversity and Inclusion.
You will provide advice, guidance, leadership, implementation and execution of policies, regulations, and requirements in the area of EEO and D/I programs.
You will identify and define illegal discrimination through systematic fact finding.
You will provide advice concerning affirmative employment action in response to inquiries as to interpretation and application of policy to specific situations.
You will serve as the Discrimination Complaints Program EEO Counselor, write counselor reports and address the
relevant issues, framing claims for discrimination and complying with the Management Directives and Code of Federal
Regulations (CFR) 1614.
You will conduct inquiries which involve interviewing managers, supervisors, employees, former employees, and applicants.
You will review circumstances surrounding incidents, determine reporting requirements and course of action, and recommend resolution options on issues involving unique or complex issues to the DDEEOO and management.
You will serve as the Alternative Dispute Resolution (ADR) convener, coordinate intake services to arrange for ADR, and complete the administrative and data entry into the ADR Tracker report.
You will facilitate EEO training and/or ad hoc training to the workforce to include New Employee Orientation.
You will evaluate related EEO program areas and identify programs areas, review progress and provide advice and guidance.
You will as the DPM be responsible for processing Reasonable Accommodation (RA) request, providing guidance on the RA process to employees and supervisors, and assisting them through the RA process.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE NT-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9 through GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector utilizing analytical and evaluative techniques while applying EEO laws, statutes, and Federal regulations to conduct studies on and assess EEO programs and develop recommendations to resolve compliance issues.
FOR THE NT-03: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector applying analytical and fact-finding techniques by summarizing information obtained and searching files and records for evidence relevant to EEO cases in order to prepare narrative reports or answer factual questions concerning EEO objectives, policies, methods or procedures.
FOR THE NT-02: Your resume must demonstrate at least three years of generalized that includes one year of experience at or equivalent to the NT-1 (GS-04) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in providing support in the development and implementation of Equal Employment Opportunity and Diversity and Inclusion programs.

- You have a combination of education and experience that is equivalent to one year of specialized experience.
Education may be substituted at the NT-03 for the specialized experience as follows:
- You possess a master's or equivalent graduate degree; or
- You have completed 2 full years of progressively higher level graduate education leading to such a degree; or
- You possess a LL.B or J.D., if related; or
- You have a combination of education and experience that is equivalent to one year of specialized experience.
Education may be substituted at the NT-02 for the specialized experience as follows:
- You have completed a 4-year course of study leading to a bachelor's degree; or
- You have a combination of education and experience that is equivalent to one year of specialized experience.
