About the Position: The position serves as a Foreign Affairs Specialist in the Integration Branch, Security Cooperation Division, US Army North (ARNORTH), as part of the G5 Staff. Responsible for the synchronization of security cooperation activities with the ARNORTH G3 Current Operations as well as with US North Command (NORTHCOM) J59 and Headquarters Department of the Army (HQDA), DAMO SSC and SSR.
Duties
Serves as a Foreign Affairs Specialist responsible for identifying requirements, conducting research and analysis, and gathering information on a wide range of demographic and public issues pertaining to Mexico and Canada.
Applies a broad technical knowledge of a variety of military and political material including directives and decisions relating to bilateral agreements between United States and Canada.
Contributes to the formulation of policy and procedures through the initiation and completion of different research projects, a variety of studies involving different topics related to foreign affairs, information papers and talking points.
Presents the information gathered, findings, analyses, recommendations or opinions to the Commanding General, ARNORTH staff, and other customers.
Develops comprehensive planning for and manages a variety of projects related to foreign affairs.
Manages division level budget implementation.
Researches/prepares Statements of Work for new and existing contract work in coordination with ARNORTH staff.
Assists with the development of special project requirements, monitors progress of work, and reviews work against planning, exercise, and operational objectives.
Serves as the G5 TSC subject expert on hazardous material handling to include illegal drugs crossing the border.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Will be required to deploy within the NORTHCOM AOR on short notice (in under 24 hours) as directed by the Secretary of Defense.
- In performing above duties, overtime and shift work may be required on short notice to include nights, holidays, and weekends.
- Incumbent will be expected to function in adverse climatic conditions and under intense physical and mental stress.
- Must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP) mask, clothing, and equipment, or equivalent clothing and protective equipment.
- Must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask, and other safety equipment as required.
- As a pre-condition of employment the incumbent of this position must pass a physical examination.
- Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
- Employees may be required to wear an electronic pager and maintain a working telephone at all times.
- Selectee for this position will be required to submit to a urinalysis for illegal drug use prior to appointment.
- Must be able to obtain/maintain a Top Secret security clearance. Failure to satisfactorily complete any aspect of this process is grounds for termination.
- This position has a TDY travel requirement of 25% of the time.
- This position requires the incumbent to successfully complete a pre-employment physical examination.

Basic Requirement for Foreign Affairs Specialist:
A. Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
B. Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
OR
C. Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialize Experience: One year of specialized experience which includes experience in foreign affairs and collaborating with partner nation counterparts in order to maintain effective working relationships; Conducting research and analysis on a wide range of security cooperation events; Analyze and measure effectiveness, efficiency, and productivity of administrative and technical programs required for a variety of contingency plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education
