About the Position: The incumbent utilizes requisite skills and experience to perform as a Theater Security Cooperation (TSC) planner and action officer. Coordinates and works with NORTHCOM J5 TSC planners, HQDA action officers, other USARNORTH planners and leaders from our military counterparts in Mexico or Canada. The incumbent interprets the USNORTHCOM Theater Campaign Plan (TCP), and conducts planning activities to develop the USARNORTH efforts at building partnership capacity with Mexico.
Duties
As a member of the Mexico Training Branch, the incumbent is directly involved in planning, coordinating, and assessing intelligence training programs and engagements with Mexico.
The incumbent is a key member of USARNORTH TSC Working Group which is responsible for synchronizing the command’s US Army training and engagement activity.
Incumbent serves as a Project Officer in the development and coordination of border coordination plans and participates in working groups with law enforcement agencies.
Works closely with the Office of Defense Cooperation in Mexico and the Defense Attaché Office in Mexico to ensure a mil-to-mil process with the Mexican Army is maintained.
Responsibilities include gathering information, identifying and analyzes issues, and developing recommendations to resolve problems.
Assists with the development of special project requirements, monitors progress of work, and reviews work against planning, exercise, and operational objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
- Incumbent will be expected to function in adverse climatic conditions and under intense physical and mental stress.
- Must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask and other safety equipment as required.
- As a pre-condition of employment, any and all incumbents of this position must pass a physical examination.
- Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
- Employees may be required to wear an electronic pager and maintain a working telephone at all times.
- Must be able to obtain and hold a SECRET security clearance. Failure to satisfactory complete any aspect of this process is grounds for termination.
- Up to 25% TDY maybe required.
- A probationary period maybe required.
- Will be required to deploy within the NORTHCOM AOR on short notice (in under 24 hours).
- Must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP) mask, clothing and equipment.

Basic Requirement for Foreign Affairs Specialist:
A. Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
B. Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
OR
C. Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialize Experience: One year of specialized experience which includes experience in foreign affairs and collaborating with partner nation counterparts in order to maintain effective working relationships; Conducting research and analysis on a wide range of security cooperation events; Analyze and measure effectiveness, efficiency, and productivity of administrative and technical programs required for a variety of contingency plans; Experience with policies and procedures within security cooperation programs and working with foreign military. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
