The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

Lead and oversee the formulation, development, production and evaluation of a broad range of policies, processes, standards, and guidance on cybersecurity subject areas including those affecting mission enabling functions, and intelligence oversight disciplines and communicate these to community stakeholders. Lead, oversee, and perform the review and analysis of cybersecurity policies, processes, standards, and guidelines that are contained in United States Government (U.S.) Government and Intelligence Community (IC) Directives, Policy Guidance, Standards, plans, and memoranda to ensure OIC CIO equities are captured and relevant concerns are resolved. Oversee, lead, foster, and promote communications that increase stakeholders', consumers', IC colleagues', and U.S. Government executive agents' overall understanding of U.S. Government and IC policies, processes, and guidance to promote mission effectiveness through cybersecurity. Lead, plan, and prepare communications and reports that address Executive Branch taskings and Congressional hearings for OIC CIO regarding cybersecurity; produce and coordinate executive-level briefings; represent organizational equities to the IC and other government agencies at meetings, conferences, and other public fora. Lead, initiate, cultivate, and maintain productive working relationships with colleagues, experts, IC members, and policy committees, and use these relationships to share information of interest; attend internal and external training, seminars, or conferences on cybersecurity topics. Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Bachelor Degree or equivalent experience of 10 years in one of the following concentrations Computer Science, Information Science, Information Systems Management, or Technology Management that required technical understanding of IT systems and strong writing requirements. IT- related experience demonstrating Attention to Detail, Communication, Cybersecurity, Problem Solving and Risk Management. Expert knowledge of IC and related U.S. Government cybersecurity policies, directives, and standard operating procedures and superior ability to advise, brief, and collaborate to develop the OIC CIO and CSG cybersecurity perspective on policies, processes, standards, and guidelines. Expert knowledge of the U.S. Government and its IC components, missions, and interrelationships and experience working either with or in a major U.S. Government or IC organization; superior understanding of the authorities, roles, and responsibilities of the organizations within the IC community. Expert knowledge of and superior experience in the research, formulation, development, and coordination of cybersecurity-related policies and directives, including expert knowledge of qualitative and/or quantitative methods for policy development and assessment. Expert ability to apply knowledge of ODNI and IC organizations and relevant customer organizations or operations (e.g., intelligence disciplines, military, policymakers, and law enforcement) in order to effectively address cybersecurity requirements and provide appropriate policy responses to meet IC needs. Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment and to lead and mentor junior colleagues. Superior written and oral communication skills with expert ability to articulate complex cybersecurity issues to a wide audience, including the ability to write policy for the senior U.S. Government officials and the IC workforce. Expert ability to build and sustain professional networks and collaborate with both management and staff to continuously improve community relationships, products, and services. Expert project leadership capabilities, including the ability to effectively coordinate business processes, deliver within time constraints, manage competing priorities, and adjust quickly to deal with time sensitive requirements. Superior ability to formulate objectives and priorities, and implements plans consistent with the long-term interests of the Intelligence Community. Capitalizes on opportunities and manages risk.
