The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.

Duties

Lead and manage complex computer engineering projects or programs that may have ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; manage the design, construction, testing, and implementation of technical and functional specifications; provide technical oversight and initiate, plan, implement, and coordinate activities throughout the life of the project. Guide the implementation of standards practices for data interoperability across the Intelligence Community by implementing the IC Data Centric Framework (DCF), to include the development and re-use of Functional Standards leveraging the Core Data Layer, and Semantic Data Layer to meet mission requirements and provide guidance to engineers in the design and development of implementation (engineering solutions). Deconflict complex functional requirements into underlying technical requirements and recommend "best fit" allocation of those requirements. Lead the development of technical and systems requirements. Lead the collaboration of technical and mission Subject Matter Experts (SMEs) to define and publish an IC Data Reference Architecture that will lead to an interoperable IC data ecosystem informed by data mesh principles. Analyze, define, and document requirements for data, workflows, logical processes, hardware and operating system environments, network connectivity, systems interfaces, internal and external checks and controls, and outputs. Lead periodic updates to data architectural standards and effectively incorporate emerging technologies, policies, procedures, and legalities in enterprise services and mission-acquired capabilities. Engage across the ODNI, IC, DoD, and other partners to enable data interoperability and enhance intelligence sharing. Oversee and guide efforts to make IC data discoverable, accessible, and useable by humans and machines at the speed of mission by developing and implementing rigorous end-to-end data management practice guidance. Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers. Mentor executive leaders, and the most senior internal and external customers (e.g. policymakers, IC components, Agency executive), and data professionals on related technical acumen, standards, and governance to advance the intelligence mission.

Qualifications

Mandatory Requirements: Expert experience in cross community complex programs and making expert recommendations to improve products and services; considerable ability to understand service failures and prioritize customer needs. Superior ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs. Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment and to lead and mentor junior colleagues. Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Superior ability to develop or implement information systems security plans and procedures. Superior ability to perform thorough work and conscientious about attending to detail. Expert knowledge of one or more computer disciplines/specialties (hardware, software, networks); broad knowledge of other related disciplines. Expert knowledge of design, development, and interconnectivity in problem analysis, structured analysis and design, and or programming techniques. Expert ability to quickly identify and apply new technologies, methodologies, and technical languages. Expert ability to design and document system specifications and produce prototypes to demonstrate design. Expert ability to monitor trends in development, including the ability to assess the viability of competing technologies and recommend the adaption of emerging technologies. Expert COTR and Program Management skills or willingness to obtain COTR II and PM II certifications. Experience: Generally, twelve to fifteen years of related experience. IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT- related experience demonstrating each of the four competencies (Attention to Detail, Customer Service, Oral Communication, and Problem Solving). Education: Degree in computer science, engineering, information science, information systems management, data science, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
