This position is a Supervisory IT Specialist (SYSANALYSIS/CUSTSPT), GS- 2210-14 working in Baileys Crossroads, Virginia for the R9-Division of Budget and Technical Support.
Duties
The U.S. Fish and Wildlife Service (FWS), Ecological Services (ES) has developed two several pieces of custom software, along with customization of integrated COTS solutions that help the U.S. Fish and Wildlife Service (FWS) and our partners in support of the Endangered Species Act (ESA).
Program Manager Job Duties: The Technical Program Manager will play a crucial role in the software development lifecycle, ensuring that projects are delivered successfully, and meeting Ecological Services ECOSphere business objectives and user needs.
Team coordination
Project planning and Stakeholder collaboration
Resource allocation
Quality assurance
Issue resolution
Reporting and documentation
Continuous improvements of ECOSphere software and integrations
Post-project retrospectives
Ensuring that ECOSphere technical development, improvements, and implementations align with organizational goals
Communication to ES Leadership and Stakeholders
Requirements

Qualifications
Only experience and education obtained by 07/03/2024 will be considered.
In order to qualify for this position, you must possess the Minimum Qualification.
Minimum Qualification [GS-2210-14]: One-year of specialized experience equivalent to at least the GS-13 grade level. Examples of specialized experience include: supervise or lead a team of software development technicians overseeing application design and quality assurance control/review for a conservation based data system; provided guidance on policy matters regarding data management of information related to data analysis, management, integration, and tools to address environmental and conservation problems and issues; utilized Endangered Species Act, Fish and Wildlife Coordination Act, and other natural resource conservation laws and authorities and communicated in writing; provided program management oversight of projects to manage a complex data and decision support system. NOTE: This experience must be clearly reflected in your resume.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
