This position is a Supervisory IT Specialist (IPaC Program Manager), GS- 2210-14 working in Bailey's Crossroads, Virginia for the R9-Division of Budget and Technical Support. This is a term position expected to last 13 months but may be extended up to a total of 4 years at management's discretion.

Duties

The U.S. Fish and Wildlife Service (FWS), Ecological Services (ES) has developed two pieces of custom software that help the U.S. Fish and Wildlife Service (FWS) and our partners with Endangered Species Act (ESA) Section 7 consultation: Effects Pathway Manager (EPM) and the Information for Planning and Consultation (IPaC). IPaC is a public-facing FWS web application that provides information to external users to help them determine if a project will have effects on federally listed species or designated critical habitat (https://ipac.ecosphere.fws.gov/). EPM is an internal USFWS web application for documenting logical cause-effect relationships between an action on the ground and that action's effect on individuals of a particular species. As decision-support tools, IPaC and EPM improve the consultation process by informing more accurate and consistent determinations. IPaC also helps streamline the overall consultation process and improve consistency and transparency in our review. Program Manager Job Duties: The IPaC Technical Program Manager will play a crucial role in the software development lifecycle, ensuring that projects are delivered successfully, and meeting Ecological Services IPaC/EPM business objectives and user needs. Team coordination Project planning and Stakeholder collaboration Resource allocation Quality assurance Issue resolution Reporting and documentation Continuous improvements of IPaC and EPM software and integrations Post-project retrospectives Ensuring that IPaC and EPM technical development, improvements, and implementations align with organizational goals Communication to ES Leadership and Stakeholders

Requirements

  • Suitability for employment, as determined by background investigation.
  • Incumbent must be able to obtain, within 6-months of appointment, and maintain a Project Management Professional (PMP) Certification throughout the duration of their employment.

  • Trial Period: Selectees MAY be required to successfully complete a trial period.
  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.
  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment

Qualifications

Only experience and education obtained by 12/29/2023 will be considered. In order to qualify for this position, you must possess the Minimum Qualification. Minimum Qualification [GS-2210-14]: One-year of specialized experience equivalent to at least the GS-13 grade level. Examples of specialized experience include: supervise or lead a team of software development technicians overseeing application design and quality assurance control/review for a conservation based data system; provided guidance on policy matters regarding data management of information related to data analysis, management, integration, and tools to address environmental and conservation problems and issues; utilized Endangered Species Act, Fish and Wildlife Coordination Act, and other natural resource conservation laws and authorities and communicated in writing; provided program management oversight of projects to manage a complex data and decision support system. NOTE: This experience must be clearly reflected in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
