Duties

Attend formal meetings and briefings to provide information and discuss in detail any and all construction related events. Apply fundamental knowledge and application of multi-engineering disciplines and construction techniques, including those deviating from standard engineering practices. Provide recommendations to the Commander on facility-related priorities and prepare justification correspondence to higher HQs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a SECRET security clearance.
  • TDY travel is required 10% of the time.
  • One-year probationary period may be required.

GS-09 Specialized Experience: One year of specialized experience which includes 1) Performing engineering studies to determine utilization of space, program budgeting, life cycles of equipment and components. 2) Applying fundamental knowledge of multi-engineering disciplines and construction techniques. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: property management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes experience 1) Providing recommendations to the Commander on engineering priorities, major and complex issues concerning the specific engineering needs. 2) Planning, developing, coordinating, and overseeing within a command. 3) Performing engineering studies to determine utilization of space, program budgeting, life cycles of equipment and components. 4) Applying fundamental knowledge of multi-engineering disciplines and construction techniques. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in property management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Facilities ManagementFacilities Procurement and Contract ManagementFacilities Requirements Analysis and Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7/9).
