You will serve as a Manager in the C2 Integration Branch of the Expeditionary C3I & Cyber Div of the Special Warfare & Expeditionary Systems Department of NAVAL SURFACE WARFARE CENTER. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-14 Step 10 (currently $158,860).

Duties

You will serve as the C2 Integration Branch Manager responsible for JXYM overall effectiveness, efficiency, and productivity and for the development/implementation of the Branch’s policies/procedures. You will develop and maintain long/short-term planning for funding, human resources, facilities and equipment. You will develop schedules/milestones that support current and future infrastructure and plans for growth. You will design and implement programs that support JXYM mission requirements and formulates goals, plans and methods of evaluation. You will provide oversight to the acquisition planning related to branch projects. You will analyze and implement procedures and processes for the effectiveness, effi ciency and productivity of the programs/projects in JXYM. You will anticipate and analyze risks to resources, products, programs and processes and implement effective control measures. You will monitor and coordinate tasking and continuous work for the branch’s internal and external customers to ensure adherence to cost, schedule, and performance. You will monitor JXYM employees to ensure all designs meet performance requirement. You will direct design and development of evolving and fielded systems.

  • This is a Cyberspace Workforce position, work role code 661, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04(GS12/13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist providing technical oversight and direction on the planning, management or execution of engineering projects to support the technological advancement of Command and Control Systems. For the 0801, Professional General Engineering Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 1301, General Physical Science Series:
Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For the 1501, General Mathematics and Statistics Series:
Successful completion of a bachelor's degree or higher in mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
A combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience.

For the 1515, Operations Research Series:
Successful completion of a bachelor's or higher degree in operations research.
OR
Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

For the 1550, Computer Science Series:
Successful completion of a bachelor's degree or higher in computer science.
OR
Successful completion of a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
