Duties

WHAT YOU'LL BE DOING DAY TO DAY As the Director of the OHR Acquisitions and Procurement Division, you will leverage your expertise with the Office of the Executive Officer (OXO) in the Office Human Resources (OHR), under the Office of the Assistant Secretary for Administration (ASA), to optimize business outcomes and improve customer experience by: Serving as senior leader accountable for managing and overseeing all acquisitions and procurement operations within the OHR. Serving as the supervisor for OHR acquisitions and procurement professionals, responsible for facilitating and managing all acquisitions and procurement activities within the OHR. Providing comprehensive direction and guidance to oversee the activities of acquisitions and procurement professionals, including interpreting and implementing relevant policies and procedures, and developing and upholding OHR governance processes for executing all phases of the procurement process, including contractor performance management. Directing the acquisition planning process in collaboration with OHR program officials, providing support to OHR's acquisitions and procurement staff and assisting other external customers as necessary. Providing professional advice and assistance to OHR program officials, actively contributing to the development of short and long-term plans, goals, objectives, work plans, budget requirements, policies, procedures, and practices governing the acquisitions and procurement program. Representing the OHR in all phases of contracting and/or procurement activities, attending meetings with top officials from OHR, ASA, and the Department, as well as other government agencies as requested. Planning, organizing, and overseeing initiatives and projects aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment. Serving as the Internal Control Officer for acquisitions and procurement in OHR with the authority to issue directives, assess and evaluate performance, and advise on the status of acquisitions and procurement internal controls within the OHR.

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: 1. Providing technical leadership to acquisitions and procurement staff; 2. Providing comprehensive direction and guidance in acquisitions and procurement, encompassing the interpretation and implementation of policies and procedures across all phases of the acquisitions and procurement process. 3. Developing procedures for reviewing acquisitions and procurement actions to ensure compliance with applicable laws, regulations, and policies. 4. Effectively conveying information and ideas both verbally and in writing, customizing the delivery and style to align with the audience, purpose, and topic at hand.
