This position is located within the office of Congressional and Public Affairs (CPA) and supports OIG’s Front Office. The mission of CPA is to facilitate effective working relationships between OIG, Congress and the media, acting as a liaison with Congress and the media to explain OIG initiatives and programs and to promote the activities of all OIG offices.

Duties

Responsible for helping the Director of CPA execute the internal and external communications strategy. The incumbent will work on digital communications, multimedia production, data visualization, and social media in a policy-oriented environment.  Assist the CPA Director in the planning, development, coordination, writing, editing, design, and dissemination of both external and internal communication products via print, broadcast and digital media. Develop and disseminate approved content for internal and external communication channels including OIG’s blog, official social media sites, public website, intranet sites, and email updates. Ensure content on the communications channels is current and relevant. Writes, reports, produce, and edits content for general information and events.  Conducts research and information collection for specific assignments. Coordinates the integration of the communications program; manages and coordinates with OIG offices for website maintenance and development. Produces digital media (photos, videos, audio). Plan, initiate, coordinate, and review of social media and digital media for external and internal audiences. Captures still photographs and produce/edits video to be used in OIG products. Represents OIG when communicating with internal and external partners or stakeholders. Communicate with internal and external partners or stakeholders concerning visualization, publication, and dissemination of OIG products and information.

Qualifications

GS-13:  Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with developing and disseminating approved content for internal and external communication channels including blogs, official social media sites, public website, intranet sites, and email updates and ensuring the content on the communications channels is current and relevant. Experience writing, reporting, producing, and editing content for general information and events. Ability to develop digital media, using video editing skills, to produce concise materials that represent mission goals and objectives. There is no substitute of education for specialized experience for the GS-13 position. GS-14: Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in the planning, implementation, management, or evaluation of news media strategies to advance the organizations initiatives and programs. Experience in preparing messages for diverse audiences including the news media. Experience developing digital content; conducting research and information collection for specific assignments; coordinating the integration of the communications program with other offices. Experience in independently planning and producing digital media strategy and products, including use of finer techniques in video editing and storytelling, to represent mission goals and objectives. There is no substitute of education for specialized experience for the GS-14 position. Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. This position may be filled at either GS-13 or GS-14 grade level, please indicate the grade for which you want to be considered. The incumbent may be eligible for non-competitive promotion to target position, GS-0301-14 upon meeting time- in-grade restrictions and the following requirements: (1) Incumbent demonstrates ability to perform at target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) Incumbent completes all required training and conditions of employment, and; (6) Incumbent completes all regulatory requirements for career ladder promotions. Consequently, promotion is not guaranteed. Full performance level for this position is GS-14.
