This position is located at the Phoenix VA Medical Center, in the Nutrition and Food Service (N&FS) department. The primary purpose of this position is to serve as the Supervisory Administrative Officer (AO) for N&FS and is responsible for the coordination and monitoring of all N&FS administrative programs.
Duties
Major duties include, but are not limited to:
Utilizes knowledge of financial management policies, guidelines, and best practices to provide overall budgeting andfinancial management for the service.
Serves as control point official with authority to obligate and verify fund expenditures.
Oversees a variety of functions that includes incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls, and organizational files management.
Collects, analyzes, interprets, advises on, and presents data and information for leadership decision-making in support of the Service's daily operations and long-term strategic planning.
Serves as Action Officer between the Human Resource Management Office and the organization pertaining to all aspects of personnel management, reorganization/realignment, organization structuring, position management, and manpower utilization.
Assists management in preparing position descriptions implementing new classification standards and explaining position classification to employees.3
Serves as program manager for Hospitality Section
Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines.
Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of teamwork in the Office.
Work Schedule: Monday-Friday 07:00am - 3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performs budget administration functions, manages the overall supply needs, services, material movement, and real property for the medical facility; coordinates and facilitates the function of all services, clinical and administrative, which interface with the service; provides advice and assistance to management; and supervises office/administration staff..

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Manual dexterity is required in operation of a calculator and/or other office machines.
