This solicitation will fill multiple positions within the Construction of Facilities (CoF) group. You will be responsible for special and/or advanced projects required to update facilities, systems, equipment, and technical requirement development and implementation for facility projects. You will perform oversight of Architect & Engineering design services and construction services providing expertise in the technical management of engineering products across the division.

Duties

Manage the governmental oversight during the study, design, and construction of facility infrastructure projects. Actively lead Support technical integration of a multi-discipline engineering review project team. Lead an engineering discipline area in the development and execution of technical requirements, ranging from Fire Protection, Civil, Electrical, Architectural, Mechanical, and/or Structural systems. Develop technical requirements and integrate discipline specific design engineers to ensure development of robust statement of work and quality deliverables for each project phase; study, design, and engineering services during construction. Integrate the review of technical engineering drawings, specifications, data manuals, cost estimates, and schedules. Submit engineering review comments through the appropriate tool by the due dates required. Integrate across all stakeholders - Architect Engineering (AE) staff, operations and maintenance personnel, system engineers, program customers to address and resolve technical issues on assigned projects. Evaluate and integrate cost estimates and change order proposals for technical acceptability and reasonableness including unique project factors, and escalation. Lead technical integration of the project team to meet the turnaround time required by contract for all construction contract documentation (submittals, Requests for Information (RFIs), etc). Integrate and communicate timely internal project updates, presentations, weekly status notes, briefing notes, and presentations as requested. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-11, you must have: a) You must have one year of directly related specialized experience equivalent to the GS-09 level: Applying engineering theories, principles, concepts, standards, or methods to assist with engineering projects; Interpreting or analyzing unique or novel engineering problems, conditions, or issues to assist in applying a plan of resolution; Assessing contractor proposals for design or construction services to provide input. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of graduate education in an appropriate field OR d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Applying professional engineering theories, principles, concepts, standards, or methods of engineering practices sufficient to conceive and develop solutions; Resolving unique or novel engineering problems, conditions, or issues; Performing technical evaluations on a single discipline contractor proposal for design or construction services. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Working in a multi-discipline functional technical team in the development of technical requirements to execute a facility project; Drafting multi-discipline Statement of Work or Performance Statement of Work documents to provide architecture and / or engineering firms to implement design and facility project requirements; Performing comprehensive technical evaluations on multi-discipline contractor proposals for design or construction services. Required college majors for applicants qualifying on the basis of undergraduate or graduate education only (GS-11): Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Civil Engineering, Electrical Engineering, Electronics Engineering, Industrial Engineering, Materials Engineering, Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Nuclear Engineering, Nuclear Engineering Physics, Optical Engineering, Structural Engineering, Welding Engineering. Other majors will qualify if the major includes or is supplemented as follows: Astronautics, Biomedical Engineering, Computer Science, Computer Engineering, Geology, Materials Science, Mathematics (Pure or Applied), Metallurgy, Physics, Applied Physics, Engineering Physics (or other related field), if includes or is supplemented by 12 semester hours (or the equivalent) in appropriate physical science or engineering courses.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
