Duties
This position oversees the development, monitoring, and dissemination of data to inform day-to-day operations of the Unaccompanied Children Bureau and leverage data-driven processes to inform potential programmatic and systems changes to support the safety and well-being, and safe and timely unification of children and youth.
The ideal candidate is collaborative, data-driven, and able to manage competing processes and balance short- and long-term priorities.
Responsibilities for this position may include:
Serving as a key senior analyst and advisor, providing expert advice, guidance, and support to the Deputy Director on the key mission-critical issues, initiatives, and Division functions
Conducting data-driven assessments of division operations in coordination with and informed by other operating Divisions
Creating clear processes for the collection, extraction, and analysis of meaningful quantitative and qualitative data
Fostering a learning and mentoring culture across the Program to increase the ability of all management and supervisory staff to utilize data in their decision-making
Developing relationships with internal and external stakeholders as part of project execution
Providing expert consultation on the analysis and effective use of qualitative and quantitative data to inform divisions improvement
Establishing and aligning team roles and work activities to milestones and deliverables within project timelines
Performing exploratory analysis: understanding workflow and long-term data trends, identifying new procedures to help create and track key metrics, respond to practice related data requests
Participating in vetting processes for new data systems, platforms, and/or tool development
Ensuring that data is useful and actionable.

Qualifications
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing 3 of the 4 duties listed below:
Overseeing the management of data-driven processes (such as research, fact-finding, and analysis);
Establishing programmatic benchmarks for measurable outcomes;
Coordinating diverse and overlapping projects to ensure targeted outcomes are met;
Developing processes related to data collection and analysis.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
