The Primary Purpose of the Position is to be responsible for the operation and management of the section to include the functions of determining eligibility, means test/copayments, Transition Management and back-up for the Beneficiary Travel Program.

Duties

The Supervisory Program Specialist plans and carries out projects to improve the efficiency and productivity of employees in the section. Incumbent identifies, analyzes, and make recommendations to resolve conventional problems and situation in workflow, work distribution, staffing, performance appraisal, organization structure. Work may also involve developing detailed procedures and guidelines to supplement established administrative regulations or program guidance. Ensures complete, accurate, up-to-date standard operating procedures exist. Provides special instructions and technical assistance when needed on different and difficult functions. Provides the customer with consistent information according to established policies and procedures. Performs duties involving supervising staff and taking responsibility for establishing and implementing overall clinical policies and priorities. Completes staffing reports, required systematic reviews as well as a variety of quality management monitors to determine effectiveness of procedures and staff utilization; submits monthly/quarterly as required. The incumbent must have the knowledge and skill to apply analytical and evaluative methods and techniques to issues, studies, or objectives concerning the efficiency and effectiveness of operations in the Eligibility/Benefits Office. Incumbent must understand and clarify regulation changes accurately. Incumbent ensures administrative and clinical staff are informed and up to date on all pertinent regulation changes concerning eligibility, pre-registration functions to include obtaining insurance and Medicare information, beneficiary travel, billing activities, call responsiveness, etc. This knowledge includes, but is not limited to, laws, regulations, policies, and precedents that affect the use of programs and relative supportive resources in study or the overall program. Incumbent plans for, organizes, administers, and directs how the work will be accomplished for employees under incumbent's supervision. Controls the day-to-day, 24/7 operations of these office services, processes, and functions. Gives valuable input at policy discussions with Chief Health Administration Service (CHAS) and Assistant Chief Health Administration Service (ACHAS). Must make sound decisions in maintaining proper relations with professional staff, VA beneficiaries, families, co-workers, Veteran's organizations, and general public. In many cases regulations and available guidelines do not provide immediate answers and the proper interpretation of legislative intent is required. Incumbent determines program goals and develops plans for employees. This includes interviewing prospective applicants, final selection of employees with concurrence of CHAS and ACHAS. Makes recommendations for promotion and demotion, strict enforcement of equal employment opportunity policies, assigns, directs and reviews work of subordinate employees. Explains work requirements, methods and procedures, VHA/VA regulations and policies. Incumbent plans and conducts training programs to meet the needs of both the section and the individual employee. In addition to position cross training and in services, technical instruction is given for all reports that are originated. Incumbent develops performance requirements, work measurement standards, and ratings and discusses the employees' performance with them periodically. Appropriate action must be initiated to assure that every employee performs satisfactorily. Resolves personnel problems in proportion to delegated authority. Work Schedule: Monday to Friday 8:00am to 4:45pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a position GS-09 you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: in-depth knowledge of eligibility and enrollment, beneficiary travel regulations Means Test, Health Insurance Portability and Accountability Act (HIPAA), the Freedom of Information Act (FOIA) and regulations governing the release of information. Knowledge of the Privacy Act is required to ensure consents are obtained on specially protected sensitive records. Knowledge of mechanisms for retrieval of eligibility data, i.e., Hospital Inquiry (HINQ), target and the records processing center (RPC). Knowledge of admitting procedures, patient eligibility, Compensation and Pension (C&P) data and other specific data entered accurately into the Health Information System. Knowledge of data entry and review of data, demonstrating expert knowledge for office programs. Working knowledge of Microsoft Word and Microsoft Excel since many of the assigned tasks require notification and reports prepared utilizing these programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree. (TRANSCRIPT REQUIRED) You will be rated on the following Competencies for this position: Manages Human Resources Organizational Awareness Client Orientation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
