Serves as the Chief of Staff to the Commissioner of the United States Section, International Boundary and Water Commission (USIBWC) and is responsible for supporting the Commissioner directly as the primary catalyst for sound executive decision-making through effective oversight of a full range of internal functions and projects for Human Resources, Budget, Finance, Equal Employment Opportunity (EEO), Acquisition, and Information Technology.

Duties

Chief of Staff to the Commissioner:Ensures effective coordination and oversite of a full range of internal administrative programs, policies, and projects. Principal Advisor to the Commissioner: Formulates effective strategies consistent with Agency objectives and the Commissioner's priorities; provides sound, well-informed, and objective advice. Action Officer: Works closely with the Executive Staff to coordinate major policy initiatives and provide authoritative guidance for adjusting resources to meet changing program needs. Financial Management: Works closely with the Administration Department to monitor Agency budget and expenditures and determine cost-benefit thinking to set priorities. Human Capital Management: Works closely with the Human Resources Office to build and manage a workforce based on organizational goals, budget considerations, and staffing needs; ensures that employees are appropriately recruited, selected, appraised, and rewarded. Managerial Duties: Assigns administrative work to senior staff based on priorities, provides direct administrative and technical guidance, and evaluates work by reviewing it in progress and upon completion. Provides supervision to the Human Resources Office, the Equal Employment Opportunity Office, and the Information Management Department.

Requirements

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.
  • You may be required to serve a one-year supervisory probationary period.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You must maintain direct deposit of your federal pay.
  • You must complete and submit the required U.S. Office of Government Ethics Confidential Financial Disclosure Report upon entrance on duty and annually thereafter.
  • You must successfully complete a Top-Secret Clearance background investigation and periodic follow-up reviews.
  • You will be subject to on-call status under the agency Continuity of Operations Plan (COOP). In the event of an emergency, the agency may activate/deploy identified personnel to carry out essential functions and operations.
  • You must be in a continual "on call" status as a member of the agency Crisis Action Team (CAT).
  • You must be in a continual "on call" status as a member of the agency Incident Response Team (IRT).
  • You may be required to travel to Mexico to carry out official agency business.
  • You may be required to travel with overnight stay 25% of the time.
  • You must be a current competitive or non-competitive federal employee of the USIBWC.

Qualifications

Minimum Qualifications for Chief of Staff In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience. Examples of Specialized Experience: providing authoritative guidance for adjusting resources to meet changing program needs; applying knowledge of contracting, budget execution, and reporting on federal funds in a federal agency, state, or local government; applying a diverse knowledge of budget and finance principles and techniques to ensure compliance with agency funding, policies, and regulations;engaging in management planning for the use of limited human resources and fiscal resources; assembling needed resources, obtaining and analyzing a constant flow of information, monitoring progress, and facilitating informed decisions to adjust to changing requirements; facilitating a mastery of executive decision-making principles and practices to meet organizational goals; coaching individuals, scheduling work, identifying training needs, and monitoring and communicating work progress; applying a mastery skill in interpersonal relations, including oral communication and negotiation sufficient to interact with stakeholders, agency staff, and government officials; skill in written communication sufficient to compose technical reports and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS/GG-14), other equal federal pay systems, or the public sector. Special Factors. The following factors are agency unique for the Delegated Examining Office (DEO) to use in its evaluation. A Special Placement Factor (SPF) is a specific qualification an applicant MUST possess to successfully perform in a position. A Quality Ranking Factor (QRF) is a specific qualification an applicant MAY possess that would enhance performance in a position. 1. QRF: Bachelor's Degree or the successful completion of a full 4-year course of study (120 semester hours) leading to a bachelor's or higher degree that included a major field of study in Engineering, International Relations/Management, Public Administration, Business Administration, Urban Planning or a related field. 2. QRF: Certified Project Management Professional (PMP). Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment. Time in Grade (TIG): Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures. An SF-50 must be provided that verifies eligibility as stated in the Area of Consideration section. Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GG-0301-15 grade level, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted.
