The primary purpose of this position is to serve as the unit's authority for planning, analyzing, advising, and resolving problems related to the operation, training, justification and control of Air Force motor vehicles resources and other wheeled motorized equipment assigned to the unit. Duties

Administers the units Vehicle Control Program: Provides guidance to the Director of Maintenance on all vehicle related issues. Interprets utilization and maintenance reports on unit vehicle resources owned and applies analytical and evaluative techniques to determine fleet efficiency. Manage the unit vehicle licensing operation: Responsible for developing methods to measure and evaluate operator performance against standardized operating requirements. Responsible for analyzing, developing, evaluating, and approving curriculum and lesson plans used to train unit vehicle operators. Manage the Flightline Driving Certification program: Serves as the unit's recognized authority for certifying unit employee flightline training. Responsible for developing methods to measure and evaluate operator performance against standardized flightline driving requirements.

  • Secret Clearance: Must be able to obtain and maintain a Secret Security Clearance

  • This position is subject to provisions of the DoD Priority Placement Program
  • The duties of this position require the employee to operate a motor vehicle. An appropriate, valid driver’s license is required

  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug testing program. As a mandatory requirement for employment in this TDP, (cont'd)
  • (cont'd) the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP
  • If required, subject to pre-employment physical

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Clerical and Administrative Support Positions, General Schedule Transportation Clerk and Assistant Series 2102 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes Knowledge in applying analytical and evaluative techniques needed to identify, consider, and resolve issues and problems of a procedural or factual nature. Knowledge to analyze and develop new or modified guidelines and procedures and make recommendations concerning vehicle resources, vehicle safety, and vehicle training. Knowledge of established management principles, regulations, policies, procedures, and guidelines that affect the use and managerial control of vehicle resources. Knowledge of fact-finding techniques to conduct studies related to vehicle control and user training. Skill in preparing various reports and organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of a wide variety of vehicle inspection concepts, guidelines, practices, and governing directives to interpret and apply policy originating from higher organizational levels, develop into local policy, and implement instructions for unite personnel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of practical techniques of management analysis. 2. Skill in written and oral presentation. 3. Ability to modify/improve standard work center practices. 4. Comprehensive knowledge of related vehicle programs, policies, and safety practices. 5. Knowledge of AF computer systems to create management reports. 6. Skill in interpreting a variety of technical data, message traffic, operational directives, and equipment manuals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
