This position is located in the Engineering Service at the VA NY Harbor Healthcare System, Manhattan, New York Campus. The incumbent is primarily responsible for supervising workers, either directly or through subordinate leaders in accomplishing trades and labor work operations in the Engineering Service Electric Shop. The announcement will remain open until the closing date or until the vacancy have been filled, whichever occurs first. Applications will be reviewed and referred as needed.

Duties

Duties: Supervisory: 1. Plans, supervises and coordinates the activities of the electric section, including the maintenance and repair of the Medical Center electrical distribution system, the entire scope of medical instrumentation and equipment, elevators, electrical laundry equipment and controls, entire 480 volt air conditioning electrical equipment and controls Medical Center intercommunication system and components, television receivers, closed circuit Tv monitors, radios, government owned transformers, and entire range of food storage and serving equipment. 2. Supervises staff including; temporary electricians performing the full variety of electrical assignments including minor improvements, alterations, maintenance and repair and construction projects. Responsible for quality & quantity of work performance. Lays out work, insures material on hand and properly utilized, maintains electrical stock levels and submits request for 2237's as necessary. 3. Plans weekly, monthly, and quarterly work and preventive maintenance training schedules. Consider available man hours, establishes work priorities, and coordinates work with other activities and trades. 4. Inspects completed work for acceptability. Evaluates need for additional training of employees. Reassigns subordinates to meet priorities and emergencies. 5. All other duties as assigned. Planning: 1. Plan the use of workers, equipment, facilities , material and tools on a day-to-day or project-by-project basis. 2. Adhere to work priorities, project schedules, resources and detailed work plans established by higher level supervisors. 3. Follow customary work cycles and sequences in planning work assignments.] 4. Track and report progress on work assignments and request authority to adjust worker assignments and to use overtime, equipment and materials to meet schedules. 5. All other duties as assigned. Work Direction: 1.Assign work to individuals and provide technical direction and /or help in accomplishing difficult work steps and processes. 2. Observe work in progress to anticipate and resolve problems, reassign personnel within group supervised and coordinate work among workers and other supervisors to maintain work progress to meet schedules. 4. Report possible or actual work delays to their supervisors. 3. Inspect competed work for quality and work order requirements. Administration: 1. Support and explain management programs to their subordinates. Recommends performance ratings, trainings, disciplinary actions, Changes in performance standards, and the most suitable for vacancies. 2. Advice and counsel workers on how to improve their performance and explain new work techniques. 3. Investigate grievances and complaints, resolve them informally and notify supervisors of those of sufficient importance or seriousness. 4. Assure safety and housekeeping practice are observed. 5. Maintain work reports and records and assist supervisors in planning overall leave schedules. Non Supervisor: 1. Perform the full range of Electrician duties outlined in the subordinate's position description. 2.As required traces circuits, draws schematic working diagrams, figures electrical loads. 3. Operates and maintains emergency electrical generators. 4. Operates and maintain s electrical distribution systems, including the 13.3kv and 4.16kv systems at the NY Campus. Skills & Knowledge: A. Must have a thorough knowledge of building codes, and procedures for working on electrical circuits as regards safety of men, equipment and other personnel in the area , must know proper methods to accomplish, to make decisions, and to properly guide journeyman mechanics and helpers in both routine work and emergencies. A wrong decision or work method could endanger the entire facility electrical systems, put all equipment dependent on electrical power out of operation seriously effect the entire operation of the facility. B. Have a thorough knowledge of spr mathematics as applies to electrical work in the facility. C. Have a technical knowledge of electrical circuits, components, controls, and the principal upon which they work. To be able to trace out and determine what they may be causing electrical faults or failures. Work Schedule: Monday -Friday 8:00 AM - 4:30 PM Position Description Title/PD#: Electrician Supervisor/PD028230 Physical Requirements: Must be able to work in any and all positions, in suspended ceilings, crawl spaces, pipe chases, tunnel, pits, etc. Able to climb ladders and scaffolds, to work on roofs, parapets and setbacks, to be able to lift heavy objects such as motors, controls, pipe conduit, cable, etc. Working Conditions; Works under many and varied types of conditions, inside and outside, in cold and hot areas, in poorly ventilated areas, in dusty and greasy areas, on ladders, platforms and catwalks. Will work in contagious disease areas. .
