This position is located in the U.S. International Development Finance Corporation (DFC), Office of Energy (OE). OE provides political risk insurance in all sectors covered by DFC and is available to private investors, contractors, financial institutions, and Qualifying Sovereign Entities involved in international transactions. You will supervise a team of investment insurance officers involved in providing political risk insurance to the financing businesses and industry in foreign countries.
Duties
As a Supervisory Insurance Projects Specialist (Managing Director, Investment Insurance & Reinsurance), you will:
Handle the most complex and sensitive political risk insurance for investment projects, and those involving expertise which you possess about specific countries or industries or where a pioneering investment venture may be involved.
Supervise staff members performing the full range of work related to insurance and re-insurance. Collaborate with many parties internal and external to DFC to determine whether projects are feasible and should be developed for review by DFC approving authorities, committees, and boards. Serve as the first level where "go/no go" decisions are made.
In consultation with Deputy Vice President, Political Risk Insurance (DVP/PRI), direct staff members on all technical aspects of political risk insurance for projects and ensure that project or deal analysis is sound and complete before presentation for approval by higher management. Manage the preparation of necessary documents required through the DFC approval process. Work closely with clients in the development and execution of DFC terms and commitments.
Manage the negotiation of political risk insurance agreements. Coordinate closely with Office of General Counsel to ensure that all appropriate terms and clearances are obtained prior to execution.
Conduct due diligence about the current political situation in a country where issues are affecting the client's operations; conduct special negotiations, work with local U.S. Embassy staff to deal with specific country issues and work with Financial Management to ensure efficient processing.
Promote the insurance program, serving as a marketing and reinsurance liaison between new clients and the Insurance group. Make recommendations to the DPV/PRI concerning new business opportunities, consistent with DFC policies and regional priorities.
Supervise the development and review of information concerning investment conditions in countries where clients are considering investing.

- Selection may require completion of a one-year supervisory or managerial probationary period unless met during prior Federal service

- Must be able to obtain and maintain a secret security clearance
- This position will require foreign travel to developing countries
Qualifications

You may qualify at the GS-15 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience in all of the following:
Experience identifying pertinent host country political risks related to projects and applying these analyses to determine what risks should be covered and excluded in a political risk insurance contract;
Experience managing the negotiation of political risk insurance agreements;
Experience serving as an expert in all technical aspects of political risk insurance for projects, ensuring that project or deal analysis is sound and complete; and
Experience developing networks and customer contacts to identify new business opportunities.
Note: Education is not substitutional at this grade level.
