The primary purpose of this position is to serve as a Program Manager leading or supporting pre-award and post-award activities for assigned portfolios and/or programs to achieve the organizational mission of delivering responsive, mission-focused acquisition solutions to optimize warfighter operations.

Duties

Conduct customer acquisition planning, technical point of contact for acquisition related training, and performance of contract management activities to include Contracting Officer Representative inspections, contract closeouts, modifications, de-obligations, and preparation of Contract Action Reports. Incumbent develops acquisition strategies, contractual strategies, modifies approaches, develops new terms and conditions, or proposes other innovations necessary to satisfy the procurement requirements. Post-Award Contract Business Support - Supports the organization's contract and program management mission by working with contracting officers, contractors, and customer activities to provide thorough and documented oversight of contractor performance as defined by the terms and conditions of the specific awarded contracts. Assists the contracting officers with post-award functions for complex contracts regarding procurement of knowledge-based services and information technology products and services; facilities construction, alteration, and repair; maintenance; equipment; technical advisory and specialized services; commercial items; and new or innovative research, development and test equipment and services in various geographical locations. Pre-Award Contract Business Support - Supports STARCOM's contracting and program management mission by working with contracting officers and requirement owners to provide adequate documentation that is complete, compliant, and accurate that is required for contract acquisition packages.

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • This position is part of the Acquisition Professional Development Program (APDP). The employee is expected to meet the functional area certification requirements within the timeframe range of 1 - 5 years from appointment date into the position.

Qualifications

In order to qualify, you must meet the Administrative and Management Positions experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must includes knowledge of laws, principles, policies, and practices of acquisition, life-cycle management planning and program management; and knowledge of business, industrial management, operations and maintenance services (O&M), contracting procedures, technical concepts, and services practices to evaluate contractor proposals and activities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, regulations, policies, procedures, methods, and techniques concerning the acquisition of services contracts. Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Department of the Air Force, Space Force, and organizations that govern, interface with, and/or influence the acquisition process. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and handling including assessing the probability and consequences of potential risks. Ability to execute complex portfolios, acquisitions, and/or special projects within established time constraints. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of acquisition and contract issues. Ability to organize and manage critical aspects of the services acquisition process to include planning, developing and execution acquisitions in support of mission requirements, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. Ability to communicate effectively orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit. Ability to advise senior leaders, Program Executive Officer, and mission partner representatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
