The Syracuse VA Medical Center has 1 vacancy for a Virtual Health Program Specialist in the Virtual Health Resource Center. The employee will work closely with Veteran patients, caregivers and VA employees to promote the use of virtual health modalities and programs. This position will be responsible for Veteran and Provider education at all sites including CBOCs, expansion of MHV, VA App use, and related Connected Care metrics.
Duties
Major duties include but are not limited to:
Veteran and Staff Virtual Health Technical Liaison, Training and Education (60%):
Identifies and assists in implementing ways employees integrate Web-based virtual modalities in the fabric of Veteran Centered Care.
Serves as a Secure Messaging liaison and administrator to National My HealtheVet Program Office, National Help Desk and local facility Secure Messaging Administrators, Champions, and facility Secure Messaging teams.
Oversees My HealtheVet 's online presence on VAMC Internet/intranet web content working closely with the facility VAMC Public Affairs Officer on Web-based virtual modalities that are communicated via local social media channels.
Leads the implementation and evaluation of new mobile technologies and MHV software changes.
Collaborates with facility Clinic Profile Managers to ensure clinics are set up appropriately to eliminate barriers to MHV use.
Ensures authentication of MHV accounts and enrollment in digital mileage reimbursement.
Ensures accuracy and accountability via written and electronic communication channels as it relates to Web-based virtual modalities. This includes (but not limited to) communication directed to Veterans, VA patients, VA volunteers, VA staff as well as public facing communications.
Develops, plans, and delivers training, education, workshops and seminars that is accurate and up-to-date to all levels of stakeholders, including but not limited to VA staff, Providers, Volunteers, Veterans, caregivers, and other external stakeholders on Web-based virtual modalities.
Works with local Veteran Education Service staff to coordinate personnel and resources to evaluate the educational needs of Veterans and employees to develop Web-based virtual modalities educational and training programs/classes.
Works with Volunteer Service to recruit and train VA volunteers to assist with Web-based virtual modalities efforts within the VA facility, CBOCs and in the community.
Strategic Planning, Marketing, Outreach and Collaboration (40%):
Works in a collaborative environment with a wide range of internal and external stakeholders to ensure that services are easily obtained, meet requirements and problems are resolved quickly, including but not limited to Veteran's health care team, Service Points of Contact, Patient Advocates, Veteran Experience Committee, Group Practice Management and Telehealth staff, Systems Redesign, Public Affairs, Voluntary Service,
Education staff, Health Promotion Disease Prevention Managers, Business Office, local, VISN and National leadership.
Serves on committees as appointed and represents non-Telehealth Office of Connected Care at local facility meetings as well as in the community, at large.
Actively promotes Web-based virtual modalities educating an array of stakeholders, addressing challenges, facilitating meetings, troubleshooting problems, identifying alternatives, establishing protocols, and reporting best practices.
Conducts recurring customer service rounds to expand Virtual Health applications, establish and foster partnerships with public and private community organizations through arranging in-person or virtual meetings.
Formulates a marketing strategy from research, reports, and organizational data.
Designs, conducts, and evaluates innovative means to advertise and market products of the non-Telehealth Office of Connected Care programs. This includes creative writing and direct communication with all levels of personnel internal and external to the VAMC/VISN.
Develops multimedia campaign materials (e.g., printed articles, brochures, videos) to enlighten target population. Researches and writes articles, news releases and briefs for inclusion in publications and for release to other media.
Applies advertising and marketing techniques to material produced to include color dynamics, reading grade level, graphics and design, journalistic writing, etc.
Based on the non-Telehealth Office of Connected Care, develops and updates Facility-specific Web-based virtual modalities implementation plans that includes developing a mission/vision statement, establishing facility team, leading team efforts, identifying local providers as champions, and developing roles and responsibilities.
Proposes, develops, and implements strategic plans and objectives for the enhancement, maintenance, and future advancement of operations for the non- Telehealth Office of Connected Care programs. Evaluates guidelines for effectiveness, appropriateness, and capability for enhancement of basics; recommends and implements changes to improve the applicability of certain guidelines.
Work Schedule: M-F 8:00AM - 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge and skill in program operational analysis conducted by both administrative and clinical staff which includes equipment and supply procurement, software integration, interpretation of VA regulations, directives and guidelines and impact on resources and quality of care. This requires knowledge of VA program goals and procedures. This knowledge is used to implement and change new and existing processes, workflow, staffing assignments, and provision of services for the program. Skill, knowledge, and ability to analyze a variety of research reports, studies, fact sheets, and other documents and translate from analytical to commonly understood language. Knowledge and understanding of the full range of principles, concepts, and techniques of marketing, advertising and salesmanship and the ability to transform these requirements into a working, viable program. Mastery of skills in public relations (including oral and written skills) to optimally disseminate information, resolve queries, and obtain ideal outcomes. Skill in organizing and communicating ideas and thoughts effectively through written correspondence and oral presentation. Journalistic skills necessary to develop materials to convey information in a professional format generally acceptable to the public. Knowledge and understanding of facility clinical, business, and operational processes and workflows. Skill to work with clinicians and CACs to integrate theory into clinical and business practice patterns and policies. Skills to facilitate, negotiate, and mitigate Secure Messaging, My HealtheVet and Web- based virtual modalities related challenges. Skill in audiovisual techniques to assist in preparation of radio, television, slide show, speech materials, or other methods of communication.

Physical Requirements: Work is primarily sedentary, but may require periods of standing during presentations, briefings,
speeches, health fair activities, etc., although some slight physical effort may be required. The work will involve the use of a laptop computer in office space, treatment rooms and conference rooms. The physical demands include presenting oneself is an energetic way to create positive attitudes about virtual health resources for all stakeholders.
