This position is located at Departmental Offices, Management CFO-Treasury Operations. As a Contract Administration and Budget Branch Head, you will be the principal supervisor for the Administrative Services Branch (ASB) within Treasury Operations responsible for ensuring the application of contract management best practices and manage and record the expenditure of funds across Treasury Operations in order to maintain an ongoing account of on-hand funding levels.

Duties

As a Contract Administration and Budget Branch Head, you will: Support Treasury Operations budget management by overseeing and providing record keeping for the expenditure of funds (credit card usage, contracts, procurements, labor, etc.) by Treasury Operations entities, maintaining an ongoing record of available funds. Support and supervise budget formulation, submission, and implementation by Treasury Operations entities. Function as a liaison to the IRS Procurement Office and Office Financial Management (OFM), implementing policies and procedures for the administration of procurement actions and budgeting. Perform a wide range of managerial and technical assignments; Serve as principal advisor on procurement contract and agreements matters (i.e., Interagency Agreements (IAA), Memorandum of Agreements (MOA) to other managers within Treasury Operations. With the Treasury Operations Business Leaders, coordinate the technical development, implementation, and performance management of translating business needs into procurement actions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Experience in governmental budget planning and formulation, budget execution and control, purchase card management, accounting and financial reporting, internal controls; AND Experience managing, leading, and/or mentoring teams; AND Experience creating and monitoring procurement contracts and agreements. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
