About the Position: You will function as an Engineering Technician (Civil) with the Army Corps of Engineers, Detroit District, Planning, Programs & Support Management, Technical Support Branch located in Sault Ste Marie, MI.
Duties
Reviews and analyzes contract modifications or supplemental agreements.
Advises the supervisor concerning field changes, contract modifications and/or construction problems.
Monitors receipt of and ensures proper distribution of contractual documents.
Maintains records of and ensures prompt review and return of contractual submittals.
Reviews, analyzes, and evaluates claims submitted by contractors under construction contracts.
Research of job records to include correspondence, shop drawings or material approved, inspector's logs, correspondence with sponsoring agency and pre-award negotiations records, and payment records.
Reviews plans and specifications.
Reviews change orders.
Prepares various reports and obtains data for and prepares and/or processes periodic construction progress reports.
Oversees and maintains project database using the USACE RMS.

SPECIALIZED EXPERIENCE: One year reviewing of plans and specifications, change orders, contract modifications, findings of fact, claims, and transfer documents to determine feasibility and adaptability; verifying documentation for conformance to Contract requirements; preparing and/or processing periodic construction progress reports; maintenance of a project management or construction administration project database and other construction engineering considerations. Work performance requires technical skills and a broad knowledge of construction methods, techniques, materials, equipment, costs, and safety practices and contractor quality control and quality assurance requirements.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????11).
