This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an electrical engineering technician responsible for field engineering and contract administration for the electrical and related mechanical features of contract construction.
Duties
Reviews contract plans and specifications prior to commencement of work to ascertain details and requirements.
Prepares or recommends design changes.
Observes acceptance tests on major electrical equipment items such as vacuum circuit breakers, relays, and transformers on new switch stations and substations.
Conducts Government acceptance tests on critical electrical equipment, primary, and secondary power systems.
Prepares reports on these tests.
Maintains surveillance over construction projects to assure that all items of electrical work and equipment are in conformance with contract plans and specifications.
Determines acceptability and quality of work performed and recommends correction of deficiencies and solution to problems encountered.
Prepares modifications documents which involve design changes, differing site conditions, variations in quantity estimates, and changes in specifications end drawings resulting from deficiencies encountered during the construction phase.
Develops modification estimates and/or reviews those prepared by in-house personnel to determine what adjustments should be made based on extenuating circumstances revealed during discussions.
Prepares cost estimates in connection with approved claims.
Enforces compliance with safe practices and safety regulations (electrical emphasis).
Reviews and recommends changes in design at the 30/60/90/l00 percent design stages based on knowledge of constructability concerns, technical knowledge of electrical power systems and controls/communication expertise.

Specialized Experience GS-11: One year of specialized experience which includes preparing /reviewing technical specifications/standards to inform contractors of system specifications and to provide technical advice to a variety of personnel regarding strategies to meet unusual needs or special demands. Experience with design of electronic circuitry for data collection and transmission for various test systems and processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience GS-12: One year of specialized experience which includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services; monitor the work for compliance with contract requirements; and ensure design fits field application. Experience in applying, range of technical electronics engineering theories, concepts, principles, and standards in Programmable Logic Controllers (PLC) and other control systems. Includes knowledge of test and evaluation requirements sufficient to write ladder logic for PLC programs to perform specific functions, identify adaptations needed to meet unique field conditions, and advise and assist others in the installation, operation, and maintenance of electrical/electronic equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
