The Lead Kinesiotherapist is primarily responsible for evaluating, planning and implementing the treatment program for patients with various disabilities and medical conditions within the Captain James A. Lovell Federal Health Care Center (FHCC). Additionally, responsible for the day to day operation of the Kinesiotherapy program to ensure that the objectives of treatment are achieved, and professional standards are practiced, procedures that are acceptable to the profession are utilized.

Duties

The Lead Kinesiotherapist acts as clinical educator and is responsible for the clinical duties normally assigned a staff Kinesiotherapist in addition to administering a clinical training program for Kinesiotherapy students, associated health trainees, facility staff and others assigned for Kinesiotherapy training. They are also responsible for the planning, scheduling and provision of in-service training for PM&RS staff, nursing staff involved in the Restorative Nursing program and any other discipline or department requesting information/training regarding the treatment and/or equipment provided by a Kinesiotherapist. Major Functions: Clinical: Assesses patient's functional status and Kinesiotherapy needs through review of physician referral, medical history and records, and results of appropriate functional tests and measurements. Provides population - specific care, as identified in the Population-Specific Competencies, including knowledge of principles of growth and development relevant to the population(s) served and associated age - specific changes; ability to assess and interpret data about the patient's status; and ability to identify population - specific needs and provide the appropriate care based upon the population - related factors noted. Establishes meaningful and specific therapeutic goals and independently designs a treatment plan to meet established goals in the most efficient manner. Completes re-evaluations in a timely manner and modifies goals and treatment plans based on the specific information collected in re-evaluation of patients. Additional duties relating to position. Education: Responsible for establishing, negotiating and maintaining affiliation agreements for Kinesiotherapy students with accredited colleges and universities. Responsible for developing, conducting and upgrading student-training program content and educational experiences for students in a Kinesiotherapy program, associated health trainees and others assigned to Kinesiotherapy for training. Serves as a liaison with affiliated college or university in determining when students may be sent for training, the number of students sent, and areas of training and assignments. Additional duties relating to position. Administrative: Documents clearly and concisely the physical findings noted during assessment and treatment into the medical record. Accurately maintains encounter data and treatment documentation in keeping with PM&R and hospital-wide policies. Schedules clinic appointments using Veteran's Health Information Systems and Technology Architecture (VistA) and/or Armed Forces Health Longitudinal Technology Application (MALTA) and Legacy Composite Health Care System (CHCS) scheduling options. Eduction/Personal Development Participates in service level staff meetings, service level education and plans and presents in-service training and educational programs to PM&R and other FHCC health professionals and staff. Has a responsibility to the profession and to this Medical Center to provide instruction to Kinesiottherapy students and possesses the skill commensurate with that responsibility. Is responsible for developing and upgrading student-training program content related to specialty. Serves as a liaison with affiliated colleges and universities in determining when students may be sent for training, the number of students sent, and areas of training and assignments. Customer Service Displays considerable tact and skill and overall cooperative attitude in dealing effectively with management, co-workers, patients and the general public and will effectively work together to implement the organization's mission and goals. Incumbent will meet Meets the needs of customers while supporting the Medical Center and Department's mission, vision and values. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education (TRANSCRIPTS REQUIRED): A bachelor's degree or higher from a program accredited by the Commission on Accreditation of Allied Health Education Program, with a concentration/emphasis in kinesiotherapy; OR A bachelor's degree or higher with a concentration/emphasis in kinesiotherapy or exercise science related field and registered as a Kinesiotherapist in good standing with the COPSKT. (COPY OF REGISTRATION REQUIRED); OR A master's degree or higher with a degree in exercise science, kinesiology, human performance or a related field, which has been approved by COPSKT and a certificate verifying completion of a Center of Excellence (COE) Kinesiotherapy clinical training program. (COPY OF CERTIFICATE REQUIRED) OR Foreign Graduates: Graduates with a bachelor's or master's degree as described above AND have a full unrestricted and current registration to practice kinesiotherapy in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. (FOREIGN EQUIVALENT EVALUATION REQUIRED) (COPY OF REGISTRATION REQUIRED) Registration: All applicants must be registered in kinesiotherapy in good standing with the COPSKT. Grade Determinations: Specialized Experience, GS-12: In addition to meeting the basic requirements, one year of specialized experience equivalent to the GS-11 grade level (may include, but not limited to: specialized knowledge and demonstrated clinical competence related to a particular diagnosis, patient population, or treatment area and has an increased depth and breadth of practice skills. Experience refining programs and introducing new approaches for providing treatment in developing, initiating and refining treatment programs through current research and best practices of the profession. Experience demonstrating skills and techniques in a specialty area and/or specific population who have varying degrees of highly complex physical, psychological and/or physiological disorders. Demonstrated Knowledge, Skills and Abilities (KSAs) GS-12: In addition to the experience and/or education listed above, the candidate must demonstrate all the following KSAs to be appointed at the GS-12 grade level: Ability to act as a consultant and mentor in evaluating and treating patients in specialty program areas by providing professional oversight and consultation for staff therapists, students, and interns. Knowledge of current evidence-based practice for kinesiotherapy across multiple clinical areas and to provide clinical guidance to staff. Ability to act as a liaison between staff therapists and supervisor by coordinating clinical activities, program development, outcome management, and strategic planning. Ability to implement, revise, update, evidence-based protocols, procedures and approved competencies for kinesiotherapy services. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). References: VA Handbook, Part II, Appendix G21 The full performance level of this vacancy is GS-12. Physical Requirements: This position is typically not sedentary, and frequently involves being in the standing position, reaching, walking, bending, lifting, and pulling. Exerting up to 50 pounds of force occasionally and/or up to 25 pounds of force frequently to move objects. This could include moving objects such as pieces of equipment and assistance in moving patients.
