You will serve as a Production Controller in the VIRGINIA Class Project Office of SUPERVISOR OF SHIPBUILDING GROTON. Salary Range By Grade Level: GS-11: $81,745 to $106,266 GS-12: $97,979 to $127,369

Duties

You will be responsible for the initiation, coordination and control of all phases associated with the construction, alteration, modernization and repair of all submarines or projects assigned. You will assist in the management, coordination and execution of all aspects pertaining to the responsibilities of assigned programs/projects. You will review ship and system specifications, contract plans, basic contracts, Headquarters Modification Requests (HMRs), Field Modifications (FMRs), schedules, contractor and government procedures, technical reports and other information. You will identify potential problems in areas requiring special coordination efforts. You will coordinate communications relative to the identification of all deficiencies, assign responsibility for corrective actions, and initiate work authorization for those items deemed to be the responsibility for the government to correct. You will anticipate potential problems in time to allow corrective action and to protect the interest of the government and contractor to the work being performed. You will attend various conferences/meetings convened periodically, such as PSA problem conferences, GMI conferences, shipbuilder construction meetings, NAVSEA program review meetings in order to monitor work progress. You will develop work specifications and FMRs as required. You will provide budget estimates for work specifications and FMRs and initiate requests for funds. You will be responsible for review and signature of concurrence of the ship's sea trial agenda. You will assemble all the necessary reports and data, and prepare or assist in the preparation of the final written ship status report.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

For the GS-12 Grade Level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector monitoring contractor performance or activities to ensure compliance with established schedules, requirements, or production control milestones in support of projects for the design, development, construction, maintenance, repair, or modernization of submarines or surface ships. For the GS-11 Grade Level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector analyzing contractor production control issues to recommend corrective actions in support of projects for the design, development, construction, maintenance, repair, or modernization of submarines or surface ships.
