This position serves as the Program Coordinator responsible for managing the administrative and clinical aspects of Housing and Urban Development (HUD) - Veterans Affairs Supportive Housing (VASH) within the Homeless Programs Section of the Social Work Service (SWS) at the SAVAHCS.

Major duties include:
Administers information and analytical systems to evaluate and enhance the quality of services provided to patients.
Develops, implements and evaluates clinical guidelines, protocols and Standard Operating Procedures (SOPs) to establish appropriate utilization of services in accordance with The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), Office of Inspector General (OIG) and VA national and local directives.
Ensures HUD-VASH Homeless Operations Management and Evaluation System (HOMES) data is up-to-date and reconciles it with Public Housing Authority (PHA) data and HUD-VASH tracking system data.
Supervises a multi- disciplinary team, including HUD-VASH Supervisors, Social Workers, Peer Support Specialists, Vocational Development Specialist, Social Services Assistants, Program Support Assistant, Occupational Therapist, Housing Management Specialists and provides consultation to contracted Tribal HUD-VASH Social Worker.
Observes workers' performance; demonstrates and conducts work performance critiques and chart reviews.
Reviews and approves or disapproves leave requests to assure adequate clinical/work coverage.
Assures that subordinates are trained and fully comply with the provisions of all regulations.
Performs work related to the review, monitoring, analysis, planning and assessment of the HUD- VASH Program.
Maintains effective professional working relationships with medical center staff, subject matter experts, Veteran's support systems, leadership, and community agencies in the provision of safe, appropriate, effective, Veteran-centered, timely, efficient, and equitable care and services.
Provides subject matter consultation to colleagues and students on the psychosocial treatment of Veterans offering professional opinions based on experience, expertise, and role modeling effective social work practice skills.
Participates and leads/co-leads project activities and process improvement projects in the hospital and will be expected to complete the Yellow Belt process improvement within two years of the assignment to position at SAVAHCS.
Ensures all reports, action items, White House letters, Congressional reports, Issue Briefs, and any other correspondence is submitted in a timely and in professional written form.
Develops and monitors standards of clinical practice/standards including development of practice guidelines, competencies, manuals, and guides to professional practice using data, research, and evidence-based practice.
Develops consistent standard operating procedures required to accomplish clinical care interventions and ensures compliance.
Ensures all staff practice under their scope of practice and Ongoing Clinical Practice Reviews (OCPR) and Focused Clinical Practice Reviews (FCPR) are completed in a timely manner as required by facility and SW standards.
Serves the Medical Center and social work profession in a variety of capacities, such as committee, unit councils, workgroups, special assignments, or other duties as assigned that are necessary to meet program goals and VA Mission.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Education. Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work.
Licensure. A current and active license or are certified by a state to independently practice social work at the advanced practice level and able to provide supervision for licensure
Grandfathering Provision. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS 0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
Social Worker (Program Coordinator), GS-13
Experience and Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above do you demonstrate all the Knowledge, Skills, and Abilities below:
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
Must have a valid driver's license and be able to drive a government vehicle.

The full performance level of this vacancy is GS-13.
Physical Requirements: Physical demands of the work include sitting, standing, walking, standing, driving, pushing equipment and wheelchairs, lifting, bending, stooping, climbing stairs, and carrying light items such as papers, books, or other supplies. The incumbent uses a computer and standard office equipment to complete tasks. The emotional demands can be stressful in working with the Veteran/patient population and their families/caregivers. A level of self-awareness and emotional intelligence is essential.
