About the Position: Serves as a Program Analyst for Programs Section within the Planning, Programs, and Project Management Division. Responsible coordinating for preparing special and miscellaneous analytical and administrative reports related to large complex projects such as those identified as mega projects.

Duties

Develop, defend and monitor execution of the annual Civil Works budget. Analyze project and program budgets to maintain organizational requirements, monitor project expenses, and manage program and project account balances. Extract, compile and organize financial information to develop charts and graphs to convey pertinent data, such as expenditures, trends, performance, and goals. Communicate with leadership, program managers, project managers, resource management, field offices and other technical functions on programs, processes, funding or resource requirements to accomplish a project. Serve as a primary point of contact for a program or functional area with higher headquarters.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For the GS-12: One year of specialized experience which includes identifying and managing resource requirements of project or programs in the areas of scope, budgets, schedules, quality, procurement, risk, regulatory requirements and customer relationships as required for program accomplishment; financial management to support project managers of execution of project fiscal responsibilities; review and development of annual and long-range civil works budget relative to planning, engineering and construction programs; development of budget estimates and technical justification and review operations to assure maximum utilization of appropriated and non-federal funds.
