Duties
Reviews contracts for technical accuracy, work directives, and other ordering instruments. Evaluates technical proposals and provides analysis and recommendation to accept or reject proposals.
Establishes procurement goals, objectives and data collection systems.
Analyzes data and draws conclusions based on previous performance, current goals and objectives, projected performances and possible impact on the contract.
Participates significantly in pre-award planning for the development of procurement documents to include Performance Work Statements, Independent Government Cost Estimates, and Source Selection evaluation criteria.
Participates significantly in pre-award planning for technical exhibits, technical library documents, task order documents, funding, delivery schedules, lead times, and reporting requirements.
Requires a strong understanding of all contract requirements, the contractor's technical proposal, and the quality evaluation system designed to monitor performance.
Requires a strong understanding of all contract requirements, as the final inspection and acceptance responsibilities on behalf of the government for all items required or provided by the contract.

- This position and any future selections from this announcement may be used to fill various shifts located within DLA Distribution Ogden, Hill AFB, Utah.

- Mission Essential: This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.

Qualifications
To qualify for a Contracting Officer Representative your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Serves as the Contracting Officer's Representative (COR) for a distribution services labor contract to provide technical contract oversight and ensure appropriate quality assurance surveillance activities are conducted IAW the QASP and Distribution Acquisition policy.
The COR serves as the technical representative of the KO during their assignment and throughout the period of performance.
B. Education Substitution: Applicants may not qualify for this position based on education in lieu of specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands:
The work is primarily sedentary, although assignments regularly involve recurring standing, walking, bending, stooping, reaching, and similar activities in and around distribution facilities. Surveillance activities require substantial amount of physical activity to include performing surveillance throughout the site's facilities. This includes increased requirements for walking, standing, bending, stooping, and reaching beyond normal office environment requirements.
Work Environment:
Work is performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions. Additionally, surveillance activities are performed in settings in which there is a regular and recurring exposure to moderate discomforts and unpleasantness such as high levels of noise, temperatures in warehouses or adverse weather conditions in open storage sites. The incumbent may be required to use protective clothing or gear (e.g., steel-toed shoes), especially when working around storage areas containing explosives, corrosives, or other hazardous material.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
