The primary purpose of this position is to serve as a Foreign Disclosure Officer (FDO), and unit corporate knowledge expert for foreign disclosure to plan, direct, and develop goals and objectives that integrate organization planning, programming, acquisition for assigned international programs.
Duties
The Foreign Disclosure Officer (FDO) serves as AFSAT expert for the release of classified and controlled unclassified weapons systems, technologies, and information to foreign governments and international organizations in support of Agency, DoD, and international commercial programs.
In accordance with Agency policy or export license provisos, ensures course, documents, and information proposed for export to foreign parties comply with National Disclosure Policy (NDP-1); the International Traffic in Arms Regulations (ITAR); and applicable DoD, Agency, and AETC foreign disclosure policy and applicable Agency Delegation of Disclosure Authority Letters (DDLs).
Implements National Disclosure Policy as outlined in SAF/IAPT and local AETC Foreign Disclosure instructions.
Reviews Foreign Visit System (FVS) visit requests.
Develops official FDO correspondence, messages, items of interest, staff summaries, and talking papers relative to assigned programs.

- Must be able to obtain and maintain the secret security clearance
- Must possess, or obtain, and maintain a current passport
- Must meet the positive education/experience requirements as stipulated by US OPM for the 0130 occupation series
- Employees must obtain and maintain current Foreign Disclosure Officer certification
- Must obtain the appropriate International Affairs Case Life Cycle Management certification level per established timelines, and maintain certification through continuous training
- Must meet mandatory standards of experience and training and must participate in the squadron training plan
- Work may require extended/long-term and/or multiple travel away from the normal duty station on military or commercial aircraft, or privately owned vehicle (POV)
- Participation in annual Foreign Affairs career field Civilian Developmental Education process and programs is highly desired
- Completion of Intermediate Developmental Education (IDE), (ACSC, ACSC OLMP, OLC, DoD ELDP, etc.) within four years of accepting position is highly desirable
- It is highly desirable that the employee has familiarity of instructional and training system principles, practice, and techniques
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 0130.
SPECIALIZED EXPERIENCE: Applicant must meet the basic requirements for the GS-0130-12 or above and have at least one year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes knowledge of the International/ Foreign Affairs Security Assistance Management Manual and associate responsibilities of a Case/Country Manager (CM) as a USAF's subject matter expert and primary point of contact for planning and executing of assigned Foreign Military Sales (FMS) case(s) including acquisition, contracting milestones, programming, logistics, finance, monitors student requirements, tracking program(s), and training development; knowledge and comprehensive understanding of the concepts, principles, and methods of policy and program development and US multinational strategic planning as they relate to security assistance and cooperative development programs at the DoD, USAF, and installation levels, with particular interests on the goals and objectives, administration, and implementation of the USG, DoD and USAF policies.

EDUCATION: Major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, documents, instructions, and diagrams, technology, information, and assistance.
Knowledge planning, administering, and monitoring conference, visits, travel teams, and other multiple tasks associated with a high-ranking international audience.
Knowledge of general Air Force and specific foreign disclosure operations, politico-military affairs, Air Force operations, technologies used in military Command and Control systems, technologies used in military weapons systems, information, and industrial security processes for classified material handling, MPEP procedures and guidance, and general management practices.
Knowledge to plan and implement an Air Force foreign disclosure program, and to understand and work effectively with an industry export compliance programs.
Skill to communicate clearly and effectively, both orally and in writing, utilize tact and diplomacy to interpret and clarify information and guidance to Air Force and sister service financial and training program managers, training mission support technicians, USG officials, high-ranking foreign representatives of diverse cultures.
Ability to lead, review, and work complex technical material and U.S. industry with an understanding of cultural, socio-political, and economic dynamics to review and approve disclosure release or export to foreign entities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
