Duties

The primary purpose of this position is: to serve as the Executive Director of International Training and Education for Air Force Security Assistance Training (AFSAT), USAF, responsible for formulating program goals, plans and policies for the USAF international training mission. Works with the Commander in the overall management and supervision of the 250+ personnel strong organization and a $14 billion portfolio. Routinely interacts, advises and meets with General Officer level officials from foreign governments, including Air Force Chiefs of Staff and senior foreign Defense Department officials. Plans, develops and directs training and education services for the AFSAT worldwide international training mission. Serves as the recognized authority in the planning and execution of international education and training programs. Represents the organization officially, and when acting for the Commander, possesses the same authority and prerogatives, excluding UCMJ authority, which is vested in military officers only. Exercises second level supervisory and managerial authorities over directorate civilian personnel. Duties: As the Executive Director of the Air Force Security Assistance Training Organization Exercises supervisory personnel management responsibilities. Responsible to the Air Education and Training Command Commander and the Director of International Training and Education for the supervision and direction of security assistance programs ensuring compliance with applicable laws, regulations, and directives as governed by the Foreign Assistance Act of 1961 and the Arms Export Control Act of 1976. The Executive Director will represent AETC/CC and AETC/IA to a variety of installation and functional area organizations.

  • Critical Sensitive: "Must be able to obtain and maintain a Top Secret Clearance
  • A Master’s Degree in International Affairs or Strategic Studies is highly desired
  • Employee must possess, or obtain, and maintain a current passport
  • The employee must obtain the appropriate International Affairs Planning, Oversight and Execution Management certification level per established timelines, and maintain certification through continuous training
  • Rated aircrew and/or aircraft maintenance experience is highly desired. Employee must participate in the squadron internal training plan
  • Work occasionally requires global travel away from the normal duty station; travel on military or commercial aircraft is required
  • Employee may be required to perform extended/long-term and/or multiple Temporary Duty Assignments (TDY) tours in foreign nations to accomplish assigned duties
  • Participate in annual Foreign Affairs career field Civilian Developmental Education process and programs is highly desired
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. (cont'd)

Conditions of Employment: (cont'd) Employee must be able to demonstrate an understanding of strategic issues; an in residence graduate of Air Command and Staff College (or equivalent) and Air War College (or equivalent) is highly desired; a graduate of the OPM's Federal Executive Institute is highly desired. Key Position: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series, 0130. BASIC REQUIREMENTS FOR FOREIGN AFFAIRS SPECIALIST 0130 SERIES: A Bachelor's degree (or higher degree) or a degree with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown above. NOTE: You must submit a copy of your transcripts. OR EXPERIENCE: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of USG International/Foreign Affairs objectives, Arms Export Control Act (AECA), and Foreign Military Sales (FMS) processes, and/or understanding of international relations policy objectives within Security Assistance/Cooperation Programs; Knowledge and technical skill to develop, analyze, and evaluate training options within the legal scope of an FMS program and diplomatically communicate complex plans to USG and international stakeholders; Knowledge of the procedures for the development, coordination, and planning for the formulation of Letter of Offer and Acceptance (LOAs) to include cost, schedule, and availability of DoD or contractor provided training options. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of USG International/Foreign Affairs objectives, Arms Export Control Act (AECA), and Foreign Military Sales (FMS) processes, and/or understanding of international relations policy objectives within Security Assistance/Cooperation Programs. Ability to plan, organize and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze and coordinate a FMS cases for specific requirements, within USG and DoD regulatory policy, for money, manpower, materiel, facilities, and services needed to support the program and when necessary, apply the federal acquisition process for development, implementation, line management, execution, and closure of FMS training cases. Knowledge and technical skill to develop, analyze, and evaluate training options within the legal scope of an FMS program and diplomatically communicate complex plans to USG and international stakeholders. Knowledge of the procedures for the development, coordination, and planning for the formulation of Letter of Offer and Acceptance (LOAs) to include cost, schedule, and availability of DoD or contractor provided training options. Ability to work complex project management issues with foreign governments, their military, and U.S. industry with an understanding of cultural, socio-political, and economic dynamics. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
