About the Position: This position is a developmental GS-11 full performance GS-12 Contract Specialist with Mission Installation Contracting Command (MICC) located at Fort Novosel, AL. Incumbent is responsible for the full range of contracting functions.

Duties

Serve as Contract Specialist performing pre-award and post-award functions. Interpret contractual obligations to resolve problems. Process contract claims and/or disputes arising under the Contract Disputes Act for resolution. Serve as lead negotiator in negotiations to determine contract requirements. Negotiate contract modifications for changes/additions of work within the scope of the contract. Analyze requirements to determine appropriate contract method and contract type.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
  • Business travel will be up to 15% of the time.

Basic Requirement for a Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: QUALIFICATIONS FOR THE GS-11: Specialized Experience required for GS-11:One year of specialized experience which includes: 1) Evaluating purchase requests to ensure appropriate funding; and 2) Reviewing contractual regulatory guidance and processes for the procurement of goods services to ensure compliance with laws and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, finance, law, contracting, purchasing, economics or organization and management. QUALIFICATIONS FOR THE GS-12: Specialized Experience required for GS-12: One year of specialized experience which includes: 1) Evaluating cost analysis to conduct negotiation of contract prices, terms and conditions; and 2) Implementing contractual regulatory guidance and/or processes for the procurement of goods and services; and 3) Issuing solicitations to communicate contract requirements to potential contractors. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailContract Performance ManagementContracting/ProcurementInfluencing/Negotiating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 to qualify for the GS-11; OR GS-11 to qualify for the GS-12 position).
