This position is located in the Department of Education, Office of the Under Secretary (OUS). This Office, under the leadership of the Under Secretary, assists the Secretary in the discharge of Secretarial duties and responsibilities. The Under Secretary coordinates policies, programs, and activities related to vocational and adult education, postsecondary education, college grant aid, and the Federal Student Aid. 

Duties

Track correspondence (FOIA, congressional, etc.) and official approval requests as part of the clearance process and assists with necessary reporting requirements to ensure that timely and accurate information is provided when needed. Proofread, provide edits, and drafts correspondence in response to mail addressed to the Under Secretary. Conduct research and drafts correspondence in response to congressional inquiries, constituencies of the education community, and other high-level communiques. Assist with the implementation and administration of the updated correspondence management tracking system Explain regulatory and legal requirements relevant to problem situations; provides information and clarifications to assist in the resolution of problem situations. Obtain pertinent information about designated areas of operations and takes steps to correct deficiencies. Assist in the preparation of activity/program design and approval documentation and its authorization,and evaluation plans. Track program actions/issue resolutions and prepares status reports associated with tasked special projects.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-13, if you possess the specialize experience below.Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1. Experience developing and implementing new and/or revised standard operating procedures (FOIA, Congressionals, etc.).2. Experience disseminating information, conducting briefings/presentations to senior executives and stakeholders.3. Experience providing analytical data assessments and recommendations to senior leaders through oral and/or written communication. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.  Skill in oral and written communications sufficient to advise and consult with a variety of customers, present findings and recommendations, negotiate agreements, and secure cooperation.2.    Knowledge of the range of laws, regulations, principles and methods applicable to the program that is sufficient to provide authoritative advice and develop new approaches. 3.  Knowledge of program objectives and requirements that is sufficient to resolve controversial disputes, address problems not susceptible to resolution by existing methods, and develop alternative approaches.
