This position is a Labor Investigator (Computer Forensic) located in the U.S. Department of Labor (DOL), Office of Labor Management Standards (OLMS). This position serves as a technical expert and resource to the National Office and field offices on issues related to computer technology, computer forensics, and data acquisition and conversion. One vacancy to be filled at an OLMS physical office; final duty station will be determined upon selection. This position is inside the bargaining unit.

Final duty station will be determined upon selection. This is a career ladder progression position; the duties described below are at the full performance level (GS-13). Incumbents hired at the GS-12 grade level will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. At the GS-13 grade level, the incumbent will perform the following: Conducts forensic examinations and laboratory analysis of computers and digital evidence. Reviews digital evidence and identifies possible lines of investigations or leads for further analysis and/or investigation. Applies innovative use of technology applications to enhance investigations. Develops procedures to properly obtain data from union, employer, personal computers, and cell phones the field may encounter, including troubleshooting and resolving issues with new and emerging technologies that may not have been seen in prior investigations. Prepares results of the examination for presentation to the case agent and AUSA. Testifies before Grand Juries, courts, or administrative hearings on the facts of investigative cases, with regard to the particular results of forensic laboratory analyses. May be called upon to testify as an expert witness in computer forensic related matters, wherein the interrelationships of evidentiary issues are extremely difficult to articulate. Assists the Computer Cadre Coordinator (CCC) in preparing and providing training identified through interactions with the national office and field. Initiates and maintains a network of professionals relevant to computer forensics for the purpose of enhancing OLMS and the Computer Cadre. Contacts include but are not limited to other federal, state, and local law enforcement agencies, the computer industry, U.S. Attorneys and state prosecutors, for the purpose of exchanging information. Explains or interprets provisions, policies, and requirements of the pertinent statutory authorities governing the matter under consideration and encourages voluntary compliance. Responds to correspondence and visitors regarding rights and responsibilities under the LMRDA. Physical Demands: The work often involves prolonged hours of interviews or records reviews at various worksites. Many records and computer data are obtained from reluctant sources via administrative or grand jury subpoena. The work may involve considerable exertion to obtain, transport, and ultimately review records. The work requires interviews of witnesses or targets in remote work sites at irregular, unpredictable or unscheduled hours. Complex investigations are multi-tiered, requiring concentration and endurance. Documents are often difficult to obtain, and financial records may have to be completely reconstructed to assess both the subject's guilt and the union's loss. The work may involve interviewing contacts or developing leads in uncomfortable, often hostile environments oftentimes outside normal working hours. The incumbent is required to be available as necessary during the course of the investigation. Work Environment: Initial assignments are typically performed in office settings, but usually require extensive additional on-site investigative work. This on-site work often occurs during evening or other irregular hours in work environments of union officials or other persons in unsafe, crime ridden areas, in factories, on construction sites, or at depots. Investigative activities bring the investigator into direct contact with individuals facing potential criminal charges, loss of their freedom and livelihood, known to commit, attempt, or threaten to commit violence against union members, who own weapons, or are alleged to have ties to organized crime. These contacts also expose the investigator to highly contested, hostile internal union political and power struggles. These and other situations described above may place the investigator in physical jeopardy. Travel is required.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • The GS-12 level requires a Moderate Risk (5N) background investigation. For the GS-13 level, incumbent must obtain/maintain a High Risk (6N) background investigation.
  • Requires a probationary period if the requirement has not been met.
  • Requires a valid driver's license.

Qualifications

You must meet the Specialized Experience to qualify for Labor Investigator (Computer Forensic), GS-1801-12 as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-12 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Qualifying specialized experience includes at least four (4) of the following: Conducts civil and/or criminal investigations of individuals and/or labor organizations; Researches, investigates, analyzes and/or examines accounting and financial records; Directs and/or supervises the rerun election of union officers; Testifies before grand juries and/or serves as a witness in trial courts; Provides advice and guidance to the public on regulatory requirements; and/or Prepares reports of investigative findings and/or recommends appropriate disposition.

Education

There is no education in lieu of specialized experience at the GS-12 grade level.
