This position is located in the Small Business Administration (SBA), Office of Human Resources Solutions (OHRS), Strategy, Policy, and Accountatibility Division. The incumbent performs work spanning the human capital accountability function and policy development and serves as a consultant and advisor to OHRS leadership, Servicing Human Resources Offices and agency management on the effectiveness of human resources programs and operations.
Duties
Duty Locations: The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under OPM Salary & Wages.
As a Human Resources Specialist, GS-0201-13, you will be responsible for:
Assessing and identifying the need for and recommending appropriate changes in the human resources programs, policies, and practices to the efficiency and effectiveness of human resources management within the SBA.
Providing data analysis and reporting; designing data-collections strategies; collecting and/or assembling data; designing basic information services to facilitate the analysis of data; conducting document reviews.
Conceptualizing and developing agency-wide human resources policies and providing authoritative advice and assisting senior management, headquarters and field employees on major policies, practices, procedures, and strategies.
Analyzing and interpreting Federal statutes and regulations, agency, and executive orders for potential impact on agency operations.
Requirements
- You must be a U.S. Citizen.
- You must successfully complete a background investigation.
- You may be required to serve a one-year trial period.
Qualifications
Specialized Experience for GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector:
Independently designed, led, and/or conducted staffing accountability assessments/audits; and
Utilizing delegated examining principles as outlined by OPM such as the OPM Delegated Examining Operations Handbook; and
Participating on human capital reviews in the areas of recruitment and placement, classification, compensation, employee benefits, work-life and performance management; and
Developing policies or internal operating procedures.
